DESCRIPTION

The mission of the Student Health & Well-Being (SHW) cluster is to promote a culture of health and well-being for the student community, deliver equitable high quality innovative services, incorporate inclusive approaches, and celebrate diversity, with the goal of adoption and maintenance of healthy behaviors contributing to the academic success and personal development of all students.

The UC San Diego SHW cluster, which reports through UC San Diego Health System, plays a leadership role in creating a strong and active wellness culture that enables all students to flourish in body, mind and spirit. This includes promotion and the transformation of existing departments, under the oversight of the Executive Director, into a cohesive, trans-disciplinary source of integrated wellness services. The SHW cluster includes the departments of Student Health Services (SHS), Health Promotion Services (HPS), Counseling and Psychological Services (CAPS), Strategic Planning, Innovation and Research (SPIR), Assessments and Analytics (SHAA) and SHW Administration (ADM).

SHW provides health promotion, counseling and psychological services and primary medical care, including urgent care and support services, to over 45,000 undergraduate, graduate and professional students. Staff consists of physicians, psychiatrists, psychologist, pharmacists, optometrists, nurse practitioners, registered nurses, social workers, radiology technologists, clinical laboratory scientists, medical lab assistants, medical assistants, health educators, administrative and other healthcare professionals.

SHW provides full business, financial and infrastructure services, including support for the Executive Director's Office, strategic planning, innovation, research, assessments and analytics, information technology, budget management, resource planning and administration, contracts management, human resources, credentialing/privileging, medical records, insurance management, patient billing and collections, marketing, facilities and space.

The incumbent will strengthen and maintain the technical infrastructure of the Student Health & Well-Being (SHW) cluster and provide project-management and analytical support for the organization's strategic-planning initiatives.

Key Responsibilities

* Planning, designing, and managing all information-technology (IT) services-networks, servers, hardware, software, and security-across the clinical and business operations of Student Health Services, Health Promotion Services, Counseling and Psychological Services, Student Health Analytics & Assessment, Strategic Planning, Innovation & Research, and SHW Administration.

* Delivering comprehensive database support, including the development of relational and non-relational data stores, and ensuring data specifications meet the needs of each sub-unit.

* Providing security oversight for HIPAA- and FERPA-protected information across the SHW cluster, conducting advanced analysis and problem-solving to ensure the confidentiality, integrity, and availability of patient and university data in both electronic and hard-copy formats--in a supporting capacity.

* Managing IT projects from inception through delivery, performing systems analysis, and providing user resources and training.

* Overseeing the operation and support of servers, desktop computers, laptops, student kiosk systems, electronic-form stations, and the Epic electronic medical-record platform that serves all UC San Diego students.

The role sits within the SHW Administration team, who provide essential infrastructure support for the cluster's health-service delivery. The SHW cluster itself integrates clinical, health-promotion, counseling, analytics, strategic-planning, administrative and business functions to deliver seamless, campus-wide wellness services.

Applies IT professional concepts, department / unit and campus / medical center / OP policies and procedures to resolve a variety of moderately complex issues in one or more IT areas of specialization. Works on problems of moderate scope where analysis of situations or data requires a review of a variety of factors.

MINIMUM QUALIFICATIONS
  • Six (6) years of experience in related area and / or equivalent experience / training or a Bachelor's degree in a related area plus two (2) years of related experience.

  • General knowledge of several areas of IT.

  • Demonstrated ability to install software and troubleshoot and repair moderately complex problems with computing devices, peripherals and software. Understanding of system performance monitoring and actions that can be taken to improve or correct performance. Basic knowledge of incident response procedures. Demonstrated ability to follow software specifications.

  • Knowledge of business processes and procedures. Knowledge of the design, development and application of technology and systems to meet business needs.

  • Demonstrated understanding of how system management actions affect users and dependent / related functions.

  • Self-motivated and works independently and as part of a team. Demonstrates problem-solving skills. Able to learn effectively and meet deadlines.

  • Interpersonal skills sufficient to work with both technical and non-technical personnel at various levels in the organization. Ability to elicit and communicate technical and non-technical information in a clear and concise manner.

  • Demonstrated knowledge of computer security tools, best practices and policies. Demonstrated skills applying security controls to computer software and hardware.

  • Demonstrated experience with database administration.

  • Demonstrated testing and test planning skills.

  • Knowledge of data management systems, practices and standards.

  • Ability to write technical documentation in a clear and concise manner.

  • Knowledge relating to the design and development of software. Basic knowledge of secure software development.

  • Ability to use discretion, maintain utmost confidentiality and comply with all requirements in use of computer systems and access to any and all patient, student, employee and University data, in electronic and hard copy formats, in compliance with University, state and federal guidelines, including, but not limited to Health Insurance Portability and Accountability Act (HIPAA) and Family Educational Rights and Privacy Act (FERPA).

  • As appropriate, submit incident reports into the UCSD SHW Incident Report System, RL Datix or current system in use, to report near-misses, process problems or patient or employee injury events. Attend required trainings and refreshers for use and proper steps to follow.

  • Ability to use EPIC, Artemis, ISIS and other applications, when needed, for reports and projects.

PREFERRED QUALIFICATIONS
  • Experience with EPIC

  • Working knowledge of UCSD Integrated Student Information Systems (ISIS).

SPECIAL CONDITIONS
  • Employment is subject to a criminal background check and pre-employment physical.
  • TB screening required, following COEM schedule.
  • Flu vaccination required annually, following COEM schedule.
  • Covid vaccination or approved exemption required.
  • Occasionally required to work overtime, weekend or evening hours.
  • Occasional business travel.
  • May be sent to Epic training outside San Diego. (usually this is 1 week in Wisconsin)

Pay Transparency Act

Annual Full Pay Range: $71,600 - $127,400 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $34.29 - $61.02

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
