SIO Building Operations Superintendent - 136607

Under general direction of Sr. Superintendent, plan, organize, direct and coordinate first response to emergency and/or maintenance calls by Building Operations staff, Sr. Building Maintenance Workers, Maintenance Mechanics, Building Systems Operators, Pipefitter Steamfitter, Painter Air Conditioning and Refrigeration techs and other Facilities Management (FM) Building Operations staff as needed for all UC facilities and utilities located at the Scripps Institute of Oceanography (SIO), Mount Soledad, MarFac Nimitz Facilities, 24/7/365 days per year. Oversee the installation, modification, maintenance and overhaul adjustment and repair of all building systems and site utilities. These systems include but are not limited to: main water lines, gas lines, sewer mains, reclaimed water, chilled water loops, Sea water life support system, building HVAC systems, heat exchangers, air compressors, vacuum pumps, building electrical systems, all plumbing systems, building Automation systems, fire sprinklers and fire alarm systems, emergency power systems and outside lighting systems. May manage systems and procedures to protect departmental assets.

Develops and implements regular security and maintenance schedules and inspections. Coordinate and direct Preventive & Planned Maintenance Program (P&PMP) projects performed by assigned staff. Ensure continuity of service with minimal interruptions and outages. Develops and implements regular security and maintenance schedules and inspections. Provide guidance to Building Operations team to ensure prioritization and effective planning of urgent jobs and ability to carry out scheduled work.

Recommends hiring of new employees, transfers, promotions, salary actions, terminations, performance management and budget recommendations. Assist in preparation and planning of FM, Building Operation's annual budget. Manage and monitor costs/expenses to remain in compliance with annual allocations. Participates in the design, creation, and reporting of building maintenance, call center and other operational building processes. Participates in the development and monitoring of policies and procedures related to facility maintenance and customer service. Responsible for all emergency building repairs and responses. Make critical decisions to return FM Building Operations personnel to campus when emergency situations occur including interruptions to utilities and catastrophic failure to building mechanical equipment. Coordinate utility disruptions that threaten campus operations.

Receives assignments in the form of objectives with goals and the process by which to meet goals. Responsible for supervising all building maintenance activities. May oversee and participate in more complex maintenance projects. Provides direction according to established policies and management guidance.

• Graduation from college with a major in engineering, business administration, architecture or related degree with progressively responsible experience in management of facilities operations; or an equivalent combination of education and experience.

• Solid knowledge in supervising facility maintenance and improvements along with building maintenance work to include one or more of the following: basic plumbing and pipefitting, carpentry, painting and plastering, service of machinery, electrical maintenance and custodial.

• Experience applying engineering fundamentals with respect to building/utility systems and equipment. Experience in renovation and alteration of building and mechanical systems: sheet metal fabrication and repair of building mechanical, electric, and plumbing systems.

• Experience working in the areas of building and mechanical systems, Sea Water Life Support Systems, Chilled water systems, air, steam, vacuum, plumbing, and other piping systems; HVAC control (electronic, pneumatic) systems, chemical treatment programs, utility distribution systems and planned program maintenance.

• Demonstrated experience at short and long range planning for the maintenance, repair, and renovation of buildings, systems and equipment.

• Experience generating, and presenting work status and detailed financial reports. Experience monitoring the flow of work orders and purchase requisitions.

• Experience managing and administering a maintenance and repair operation including budgeting; planning; and supervision of skilled trades and facilities professionals.

• Supervisory experience including but not limited to recommending hires, promotions, classifications, disciplinary, dismissal actions, and evaluating performance. Experience effectively following operational and human resource practices.

• Experience reading and interpreting blueprints, sketches and wiring diagrams, technical, verbal or written instruction and guidance by trade practices, manufacturer's or underwriter's specifications.

• Experience effectively operating personal computers using a variety of software packages including MS Outlook; Excel; Access; File Maker Pro, Oracle, Online Timekeeping - HBS, Internet Explorer and computerized maintenance management systems (MAXIMO).

• Experience working in a service-oriented environment subject to frequently changing priorities utilizing problem skills and sound judgment.

• Solid knowledge of policies and procedures relative to facilities maintenance, equipment, customer service, dispatch, building maintenance, safety and emergency preparedness.

• Demonstrated interpersonal skills, including active listening, critical thinking, ability to multi-task effectively, persuasion / negotiation, mentoring, leadership / supervision, problem solving, operations analysis and quality control analysis. Excellent communication skills, including verbal and written methods. Ability to proactively and professionally handle a variety of situations at various levels in the University community from line staff, building systems operators, management and faculty). Strong analytical and problem solving skills.

• Ability to model and advocate UCSD Principles of Community.

• Requires a California driver's license, and a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program.

• Must be able to respond to campus emergencies to manage a 7-day, 24-hour maintenance and surveillance program.

• DOJ, FBI, and DMV background checks and clearances required prior to hire.

• Ability to work in morgues, gross anatomy and pathological laboratories where human and animal bodies or parts thereof may be exposed to view of worker.

• May be required to work in the vicinity of labs contaminated with bio-hazardous substances.
