Job Summary

The Director of Nonbank Enforcement Coordination (NEC) coordinates nonbank enforcement activities within the state system of supervision and serves as a policy and process expert, with an emphasis on multistate enforcement matters. Working in support of the CSBS NonDepository Supervisory Committee (NDSC) and Nonbank Supervision and Enforcement team, the Director NEC is responsible for leading the process workflows and communications related to nonbank enforcement actions as assigned.


Primary functions include supporting state regulators in nonbank enforcement action processes such as:



  • Managing information sharing processes, including the protection of confidential supervisory information.


  • Identify lead state regulators for multistate enforcement matters.


  • Coordinating case administration and supporting requests for shared resources.
  • Drafting procedures for multistate communication with state regulators, obtaining states' approval for settlement decisions, and executing enforcement action documents.
  • Drafting press announcements related to multistate enforcement actions.
  • Developing model documents by state regulators, governance bodies, and committees.


The Director NEC will work closely with state financial regulators leading multistate enforcement matters, the NDSC, and other relevant state regulatory governance bodies to coordinate enforcement actions with a wide variety of stakeholders, including state financial regulators, state attorneys general, and federal agencies where appropriate. Coordination may also include communicating and collaborating with other nonbank associations representing state regulators including the American Association of Residential Mortgage Regulators (AARMR), the National Association of Consumer Credit Administrators (NACCA), the Money Transmitter Regulators Association (MTRA), North American Collection Agency Regulatory Association (NACARA) and the Attorneys General associations.

  • Manage the coordination and process support for nonbank enforcement actions, including multistate enforcement matters and other processes as necessary.


  • Serve as a policy and process expert to the Senior Vice President of Nonbank Supervision and Enforcement in support of nonbank enforcement actions.


  • Develop policy and process statements in coordination with the NDSC, state regulator associations, and other relevant governance bodies regarding state enforcement, respond to specific inquiries and requests from state regulators, state attorneys general, federal agencies, and other parties.


  • Manage the communication and relationship with outside parties, such as a federal agency on behalf of the state system.


  • Assist and advise the Senior Vice President of Nonbank Supervision and Enforcement and develop plans to address operational and strategic matters related to nonbank enforcement actions.


  • Devise research on nonbank markets and the corresponding regulatory and enforcement environment in support of multistate enforcement actions.


  • Support the development of public policy decisions with relevant enforcement information through the appropriate policy development process within CSBS.


  • Represent CSBS in public settings such as conferences or in-person meetings with regulators or industry representatives.


  • Participate and assist in special projects and strategic planning as required or assigned.



Minimum Qualifications


To perform this job successfully, an individual should possess the knowledge, skills, and abilities listed and meet the amount of education, training and/or work experience required.


Education and Experience

  • Bachelor's degree required.
  • Juris Doctorate degree from an accredited law school is required.


  • 6+ years of work experience in a regulatory agency (state or federal) with experience coordinating examinations or enforcement actions.


Knowledge, Skills, and Abilities

  • Strong understanding of nonbank financial products and services, the role of state supervisors in the financial system, and the role of CSBS.


  • Knowledge of consumer financial services or regulation, the supervision of mortgage companies, money service businesses, consumer finance companies, and debt collectors and consumer lending companies.


  • Ability to quickly discern and gauge the impact of new and revised regulations and laws, including the jurisdictional impact for state regulators and the business impact on regulated entities.


  • Self-starter, with the ability to prioritize, collaborate and delegate if necessary.


  • Ability to quickly discern state administrative enforcement laws.


  • Strong written and verbal communication skills, including the ability to read, interpret, and clearly communicate complex regulatory matters; respond to inquiries from regulatory agencies and industry stakeholders; and draft high-quality speeches, memos, reports, and articles.
  • Meeting management and group facilitation with a strong ability to facilitate meetings and build consensus among various parties.


  • Problem-solving ability to define problems, collect data, establish facts, draw valid conclusions, and clearly communication achievable solutions.


  • Ability to learn new processes, applications, and technology quickly and efficiently.


  • Results oriented with a strong ability to work at a fast pace and meet critical deadlines.


  • Planning and organizing with a strong ability to manage and prioritize multiple, complex projects with a high degree of attention to detail.
