Purpose

The Surgical and Clinical Facilities Manager will support our Ambulatory Surgery Center (ASC) and is responsible for managing the physical environment, infrastructure, and support services that ensure safe, efficient, and compliant surgical operations. Reporting to and directly supporting the Associate Director of Clinical Facilities, this role oversees building systems, environmental services, emergency preparedness, and vendor relationships to maintain a high-performing ASC. The Surgical and Clinical Facilities Manager ensures that the facility meets regulatory standards, supports surgical throughput, and enhances the patient and staff experience.

Responsibilities

Manages Daily Facility Operations

  • Oversees building systems including HVAC, plumbing, electrical, and medical gas.

  • Coordinates janitorial, waste management, and security services.

  • Conducts routine inspections and resolves maintenance issues.

  • Ensures surgical suites and support areas are clean, functional, and safe.

  • Works closely with clinical teams to support surgical schedules and patient flow.

Ensures Regulatory and Accreditation Compliance

  • Maintains compliance with CMS, AAAHC, OSHA, and state health department standards.

  • Supports infection control protocols and environmental safety measures.

  • Prepares for inspections and accreditation surveys.

  • Maintains documentation for audits and regulatory reporting.

  • Collaborates with quality and risk management teams.

Oversees Vendor and Contractor Relationships

  • Manages contracts for facility services, equipment maintenance, and repairs.

  • Coordinates vendor access and ensures compliance with department protocols.

  • Evaluates vendor performance and negotiates service agreements.

  • Ensures timely response to service requests and emergencies.

  • Tracks warranties and service schedules for critical equipment.

Supports Capital Projects and Facility Improvements

  • Assists with facility expansions, upgrades, and renovations.

  • Reviews design plans for compliance.

  • Coordinates construction schedules to minimize disruption to surgical operations.

  • Manages project budgets and timelines.

  • Engages with stakeholders on planning and implementation.

Emergency Management and Planning

  • Leads on-site emergency preparedness and readiness efforts.

  • Supports all phases of emergency management: prevention, mitigation, preparedness, response, and recovery.

  • Coordinates emergency training, education, exercises, and drills.

  • Collaborates with clinical and administrative teams to ensure operational continuity.

  • Maintains documentation and readiness for internal and external audits.

Supports the Associate Director and Oversees Facilities Stakeholders

  • Supports the Associate Director in strategic planning and operational execution, including budget development and formulation and execution of maintenance action plans specific to site operations.

  • Oversees contractors and consultants, and coordinates with other Facilities department team members, ensuring quality, compliance, and timely execution of maintenance, renovation, and infrastructure projects.

  • Interacts closely with internal customers (clinical teams, outpatient surgical staff, administrative users) to understand facility needs and ensure seamless, responsive service delivery.

  • Facilitates training and awareness, partnering with Facilities colleagues and external expert, to uphold health and safety standards, including PPE protocols and applicable HIPAA compliance.

  • Develops operational guidelines and standard operating procedures to meet evolving needs of outpatient surgical settings.

Required Qualifications
  • Bachelor's degree in Engineering, Facilities Management, Healthcare Administration, Construction or a related field.

  • 5 years of relevant experience in facility management, operations and maintenance, and or project management.

  • Understanding of healthcare clinical facilities systems, including MEP equipment, systems, and controls.

  • Relevant education may substitute for experience.

Preferred Qualifications
  • Master's degree in Engineering or Facilities Management.

  • 7+ years in healthcare facilities operations, including outpatient surgery environments and operating rooms.

  • Demonstrated experience with facilities systems such as air handling units, controls and building. automation systems, medical gas equipment and systems, and performing psychrometric analysis.

  • Familiarity with AAAHC, CMS, and outpatient infection control standards.

  • Licensed Professional Engineer (PE)

  • Certified Healthcare Facility Manager (CHFM) - American Hospital Association

  • Certified Healthcare Safety Professional (CHSP)

  • Certified Facility Manager (CFM) - IFMA

  • ASSE Series 6000 Med Gas Certification

  • Project Management Professional (PMP)

Salary Range

$88,000 + depending on qualifications

Retirement Plan Eligibility:

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
