Posting Summary
Rutgers, The State University of New Jersey is seeking a Manager of Benefits Enrollment for University Human Resources ( UHR). The Manager of Benefit Enrollments is a key position within the leadership team of the UHR Benefits Department. This position is responsible for leading and overseeing a team of functional specialists performing benefits enrollments and related transactions, as well as troubleshooting and resolving issues related to various benefits programs. The benefit programs include NJ State benefit plans (health benefits, defined benefit and defined contribution retirement plans, voluntary savings plans, and FSA).

Among the key duties of this position are the following:

  • Oversees the administration of enrollment and related benefits activities in accordance with NJ State statutes as well as university policies and collective bargaining agreements.
  • Responsible for responding to and overseeing the response to scheduled and ad hoc employer reporting requirements and requests such as ACA, Chapter 8, ABP Covered Lives, etc., as well as inquiries from the NJ State Division of Pensions and Benefits.
  • Serves as the Supervising Certifying Officer for all State Health Benefit and Retirement transactions, ensuring appropriate university staff are informed of official State communications and Certifying Officer directives.
  • Responds to State inquiries regarding confidential employee information in accordance with States statutes, conferring with Labor Relations when necessary.
  • Serves as subject matter resource for benefit enrollment information and primary point of contact for employee benefit-related escalations.
  • Collaborates with and seeks guidance from the NJ State Division of Pensions and Benefits to triage and resolve benefit enrollment and related escalations for university employees.
  • Oversees the creation and updates of benefit-related employee deduction data in PeopleSoft in accordance with established deadlines including back deductions and refunds as needed.
  • Develops and monitors performance of benefit functional specialists against service standards and associated KPIs for service quality, accuracy, timeliness, consistency, customer satisfaction, and resource management.
  • Reviews and makes recommendations regarding the suite of benefit enrollment services offered in OneSource; informs OneSource Director regarding recommended benefit enrollment programs and projects.
  • Ensures OneSource's knowledge management is up-to-date with the latest information for assigned areas. Edits and creates new content as needed.
  • Collaborates with OneSource leadership and other HR areas to develop overall OneSource strategic plan and growth strategy.
  • Develops and leads recruiting, training, and employee development activities to support the benefit functional team.
  • Establishes and monitors operational goals and objectives of benefit enrollment specialists against pre-determined measures and standards; provides effective and timely feedback to enhance employee performance.
  • Leads employee engagement and development initiatives for benefit functional specialists to enhance job satisfaction and morale.
  • Ensures all relevant procedural/ legislative requirements are fulfilled while delivering a quality and cost-effective service to customers.
  • Creates, fosters, and maintains a collaborative, innovative and customer-focused team culture.

FLSA Exempt
Salary Details $94,492.00

Qualifications






Minimum Education and Experience
  • Bachelor's degree, preferably in human resources management, business or related field, and at least five (5) years of experience delivering HR and/or State Health Benefit & Pension services with prior supervisory or management experience; or an equivalent combination of education and experience.
Certifications/Licenses

  • Advanced critical thinking, logic, and problem-solving skills.
  • Customer account and service management skills.

  • Ability to handle performance management, analytics, and clear communication of results.

Preferred Qualifications

  • Master's degree, preferably in human resources management, business, or related field.

  • PHR, SHRM-CP. SHRM-SCP, SPHR, CPP, or an equivalent professional qualification.
  • Knowledge of KPI design and analytics.
