Scope of Position:

The Senior Programs Manager will refine and coordinate programs across multiple homeless shelters within our Salvation Army network. This leadership role is responsible for ensuring consistent, high-quality services with a specific focus on enhancing client experiences, training staff in effective client engagement, case management, crisis intervention, and ensuring policy compliance. The ideal candidate will uphold and mentor teams in the Salvation Army Code of Conduct while driving program outcomes that prioritize client dignity and well-being.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Strategic Leadership



  • Develop and implement standardized program procedures across all shelter locations
  • Establish performance metrics and monitoring systems to ensure quality service delivery
  • Collaborate with executive leadership to align shelter programing with organizational mission and goals
  • Lead continuous improvement initiatives to enhance programing
  • Act as a liaison with any private or governmental bodies for contract negotiations, compliance, and service-related issues


    Client Experience & Program Outcomes



    • Develop and implement client-centered program evaluation metrics across all shelter locations
    • Lead initiatives to improve client satisfaction, engagement, and successful outcomes
    • Collect and analyze client feedback to drive continuous program improvement
    • Establish best practices for client-centered service delivery across all shelters
    • Report on program effectiveness from a client experience perspective


    Training & Mentorship



    • Train and mentor shelter managers and staff in healthy, respectful client engagements
    • Develop and implement comprehensive training programs for crisis intervention and de-escalation techniques
    • Provide ongoing coaching to staff to strengthen their skills in trauma-informed care
    • Model and teach effective approaches for working with diverse and vulnerable populations
    • Mentor teams in understanding and embodying the Salvation Army Code of Conduct


    Policy & Compliance



    • Ensure all programs adhere to Salvation Army policies, procedures, and ethical standards
    • Develop systems to monitor and maintain compliance across all shelter locations
    • Create training materials that connect policy requirements to improved client outcomes
    • Conduct regular compliance reviews and implement corrective action when and where needed
    • Conduct regular record reviews and implement corrective actions
    • Stay informed of changes in relevant regulations and update practices accordingly


    Leadership & Coordination



    • Provide support to program managers across multiple shelter locations
    • Facilitate cross-shelter collaboration and sharing of best practices
    • Operate within program budgets with a focus on client-centered resource allocation
    • Build out a Resource pool of services for program case managers
    • Find Relative programs and services and ensure all programs do site visits and have resources
    • Build relationships with community partners, relative programs and services to enhance service delivery
    • Setup site visits and vision trips for direct service personnel
    • Represent the Salvation Army at community meetings and public forums as needed


    Education and Work Experience:



    • Bachelor's degree in social work, public administration, nonprofit management, or related field; Master's preferred
    • 5+ years of experience in homeless services or related human services field
    • 3+ years of management experience, preferably in a multi-site environment
    • Demonstrated expertise in crisis intervention and de-escalation techniques
    • Experience developing and delivering staff training programs
    • Strong understanding of trauma-informed care and client-centered approaches
    • Excellent communication, interpersonal, and leadership skills
    • Experience with program evaluation and outcome measurement

          Work Environment



          • Travel between multiple shelter locations required (reliable transportation necessary)
          • Some evening and weekend work may be required for program operations or events
          • Must be comfortable in shelter environments and working directly with individuals experiencing homelessness


          Physical Requirements:



          • Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
          • Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
          • Ability to operate telephone, ability to operate a desktop or laptop computer
          • Ability to lift up to 40 lbs.
          • Must be able to drive a motor vehicle and be certified to drive with The Salvation Army.
          • Works on many projects at once in a semi-open office environment with interruptions and noises from voices, telephones, printers.


          Licenses and Certifications preferred: Driver license. Trauma informed care. Assertive engagement; first aid and CPR; non-violent crisis intervention; peer support; safe driving; civil rights training; bloodborne pathogens training; de-escalation training.

          Miscellaneous:

          The Salvation Army does have a dress code that includes professional dress which is appropriate to the work environment and reflects well on the organization.
