The Salvation Army (TSA) Adult Rehabilitation Centers (ARC) is a no-fee program to assist men & women in their journey to complete our rehabilitation program. ABOUT OUR HUMAN RESOURCES TEAM:

As Business Partners, we provide HR support to ARC Centers in all areas of HR and maintain a safe and comfortable work environment to help keep employees engaged, promote communication, compliance, accountability and consistency to support the ARC Program.

We ar currently looking for a Regional HR Business Partner who will lead and provide HR support to officers and management in all aspects of HR for multiple locations in Colorado, Hawaii and Central California. Required travel to assigned Centers and Stores based on business needs such as higher volume hiring, interviewing, employee relations or training.

SALARY OFFERED: $80,000 to $85,000 annually (DOE)

POSITION SUMMARY:

The Regional Human Resources Business Partner (RHRBP) serves as the primary HR leader and strategic partner for an assigned region, directly supervising all regional HR staff and aligning HR practices with the mission and goals of the Command. This role provides comprehensive HR support in employee relations, performance management, recruitment, compliance, compensation, benefits, and training. The Regional HRBP fosters a culture of accountability, engagement, and teamwork while ensuring consistent compliance with Salvation Army policies, labor laws, and regulatory requirements. The role partners closely with the Command HR Director, field leadership, and business partners across Programs, Retail, and Operations to drive HR excellence and operational success.

ESSENTIAL JOB DUTIES:

Leadership & HR Partnership



  • Serve as the lead HR partner for assigned region; supervise, develop, and guide all HR staff within the region.
  • Provide proactive HR support, guidance, and solutions to managers/employees on all people-related matters.
  • Build and maintain strong relationships with field leaders, ensuring HR initiatives align with operational goals, business context, and employee needs.
  • Deliver HR consultations to Program, Retail, and Operations Business Partners upon request, ensuring consistent, solution-focused outcomes.


Employee Relations & Performance Management



  • Lead and resolve complex employee relations issues and workplace investigations in partnership with the Command HR Director.
  • Maintain comprehensive and confidential investigation files with accurate documentation and reporting.
  • Coach and support managers in the development and execution of performance improvement plans and the application of progressive discipline.
  • Ensure Centers and retail locations consistently apply and comply with Salvation Army policies and procedures.


Talent Acquisition & Workforce Planning



  • Partner with the Talent Acquisition Coordinator to drive recruitment efforts, succession planning, and workforce planning for the region.


Compliance & Risk Management



  • Ensure HR practices comply with TSA policies, state and federal labor laws, and applicable regulatory agencies (including US DOL, FMLA/CFRA, ADA, OFCCP, Civil Rights Department, and CAL/OSHA).
  • Partner with Compliance Coordinator to resolve regional compliance issues and maintain accurate reporting.


Training & Development



  • Facilitate HR training sessions within the assigned region and, as needed, Command-wide.
  • Provide coaching and mentoring to regional HR staff, building capability and strengthening team effectiveness.
  • Deliver continuous education to field leadership on HR policies, compliance requirements, and employee engagement best practices.


Administration, Reporting & Special Projects



  • Review and validate HR TSAMM submissions for weekly Command Finance Council (CFC); finalize submissions for approval and entry into the TSAMM system.
  • Generate and analyze reports on personnel, payroll, benefits, employee relations, and risk management for Command and regional leadership.
  • Communicate HR policy and procedure updates across the assigned region.
  • Lead and complete HR projects assigned by the Command HR Director, ensuring timely delivery and organizational alignment.
  • Perform additional duties and responsibilities reasonably within the scope of the position as assigned.


QUALIFICATIONS:



  • Bachelor's Degree with 3 years minimum experience in HR with at least one year in HR management; or 5 in HR management.
  • Must have at least 2 years of employee relations and workplace investigation experience.
  • Experience with theft investigation Preferred.
  • SHRM/PHR is a Plus.
  • Experience managing HR operations within a multi-site / remote environment preferred.
  • Possess a high level of verbal and written communication and interpersonal skills.
  • Ability to use independent judgement and discretion with support from Command HR
  • Excellent organizational skills; detail oriented, accurate and precise.
  • Strong computer skills, including email, MS Office and related business & communication tools.
  • Valid Driver License required with good driving record.

PHYSICAL REQUIREMENTS:



  • Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis.
  • Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead.
  • Ability to participate in developed programs.
  • Ability to lift up to 30 lbs. (usually file boxes).
  • Ability to access and produce information from a computer.
  • Ability to understand written information.
