THE POSITION

The Department of Health is seeking a detail-oriented and motivated Purchasing Agent to join us in the Bureau of Laboratories (BOL). By joining our team in the Division of Operations and Quality Assurance, you will help us continue to support disease prevention through the provision of laboratory services. DESCRIPTION OF WORK

In this position, you will support the BOL mission of testing human specimens and non-human samples to identify both infectious and non-infectious diseases and conditions for the purpose of aiding patient care and improving public health in Pennsylvania. Your responsibilities will include processing requests for laboratory supplies and equipment, ensuring timely payment of invoices, and resolving barriers to payment. You will develop and improve policies and processes related to procurement and train staff in these policies and procedures. Some of your duties will include creating and maintaining tracking systems, utilizing the data to inform management of routines, and tracking payments. Additionally, you will work with managers and technical staff to identify materials and services necessary for laboratory testing and supporting activities, as well as assist in planning for new or changing programs that require significant procurement considerations.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Exton. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Three years of experience in purchasing work involving contact with vendors in the procurement of a variety of supplies, materials, equipment, or services; or
  • Three years of experience in requisitioning, receiving, storing, distributing, and maintaining inventory of goods; or
  • An equivalent combination of experience and training. Post-high school education may be substituted on a year-for-year basis for purchasing or stores experience to a maximum of two years.

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation.

This position is subject to the provisions of a collective bargaining agreement or memorandum of understanding.

You must be eligible for selection in accordance with merit system employment regulations.

Promotion Without Examination (PWOE):

  • Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:
    • Clerical Assistant 3
    • Clerical Supervisor 1
    • Fiscal Assistant
    • Stock Clerk 3
    • Storekeeper 1
  • Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
  • The promotion without examination requirements are issued in accordance with merit system employment regulations.
  • Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
  • Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
