Position Summary
Odyssey Systems is seeking a dynamic and self-motivated Program Manager to join our team, supporting the Strategic Warning and Space Surveillance Directorate. This role is pivotal in facilitating smooth transitions for user tenants onto our systems, ensuring programs remain within schedule and cost baselines. The ideal candidate will bring a proactive approach, capable of working autonomously to recommend solutions, plan strategies, and maintain clear communication with all stakeholders. This position is suited for individuals with a strong project management background who excel in customer-facing roles and can navigate crucial conversations effectively. This position is a hybrid position located at Peterson Space Force Base.
Responsibilities
Duties include, but not limited to:
Program Performance Evaluation: Work alongside the program manager to assess program adherence to schedule and cost baselines, proactively identifying deviations and directly initiating corrective actions.
- Solution Implementation: Identify challenges and directly implement solutions and alternative actions to drive program success.
- Effective Communication: Ensure clear and concise communication with all stakeholders, delivering high-quality acquisition and program documentation, including briefings, documents, and plans.
- Strategic Planning for System Acquisition: Independently lead the planning, research, analysis, and assessment of system acquisition for weapons systems and associated equipment, focusing on development, production, and deployment.
- Strategy Development: Develop strategies to achieve cost, schedule, and performance objectives, aligning with overall program goals.
- Acquisition Reporting: Generate and manage acquisition reports, including statutory and regulatory reports (e.g., DAES, MAR), keeping senior management informed of program status.
- Program Review and Strategy Sessions: Facilitate program management reviews and senior-level meetings, including IMP/IMS reviews, contributing to program direction and strategy.
- Agile Process Leadership: Lead the adoption and execution of Agile software development processes in partnership with government and prime contractors, ensuring an adaptable and efficient approach to project management.
- Decision-Making Through Critical Thinking: Utilize critical thinking and program management skills to address and resolve program challenges, making independent decisions to advance program objectives.
- Program Management Principles Application: Apply program management principles, including pre-contract and funding-related actions, to drive strategic and operational success.
- Direct Milestone Management: Identify and oversee major project milestones, integrating concrete objectives to keep programs on schedule.
- User Requirements Collection: Directly engage with user tenants to collect and clarify subsystem deployment requirements, managing collaboration sessions to ensure user needs are prioritized and met.
- Development Team Coordination: Act as the primary point of contact with the development team, directly conveying user priorities for swift implementation.
- Agile Methodology Expertise: Employ a deep understanding of Agile principles to enhance project execution and team dynamics, leading by example to foster an Agile environment.
Qualifications
Minimum Qualifications: Citizenship: Must be a US Citizen Clearance: Must have and be able to maintain an active Secret level clearance Education: High School Diploma Years' of experience: A minimum of 7 years of experience in program management, project leadership, or a closely related field; OR,
- Bachelor's Degree in a relevant discipline with at least 3 years of related experience.
Other Qualifications:
- Systems Acquisition and Program Management: Must have a comprehensive understanding of systems acquisition and program management principles, policies, and practices. Familiarity with the broad processes and methodologies used within the DoD and Air Force is essential.
- Detail-Oriented Analytical Skills: Must possess strong analytical skills, with a focus on detail-oriented approaches to analyzing the effectiveness, efficiency, and productivity of acquisition programs. The ability to dissect complex information and present actionable insights is crucial.
Preferred Qualifications: Certification: Project Management Professional (PMP) certification is preferred but not required. Emphasis is placed on practical experience and familiarity with DoD operations over formal certifications. Education: Bachelor's Degree in Business Administration, Public Administration, Management, or a field relevant to program management within the DoD context. Degrees that have included coursework or emphasis on government relations, military studies, or defense policy are particularly valuable. Additional Skills:
- Strong understanding of DoD culture and norms, with the ability to navigate its unique environment effectively.
- Experience working in or with the DoD, demonstrating an ability to effectively communicate and operate within its structured settings.
- Technical Literacy: Comfortable discussing technical topics with engineers and developers, and able to identify potential risks and dependencies related to technical implementation.
Additional Information: Travel: Potential for travel (less than 25%) Location: Peterson Space Force Base, Colorado Springs CO - Building 2025 Hybrid: This position offers hybrid flexibility approx. 60% (MWF) - subject to change per the customer's discretion
- Required to be onsite at Peterson SFB every Tuesday and Thursday

Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
