XLA is seeking a Program Manager with Army/DoD experience who holds a bachelor's degree in business, engineering, or a related field. The Program Manager is the primary liaison to the Government. This individual is responsible for the management, oversight, quality control, and overall execution of the contract and all support services provided to the DCS, G-8 Force Development Directorate. Duties & Responsibilities:
- Serves as single point of contact (POC) for all contract matters, including technical, management, personnel, cost, and contractual issues.
- Provides overall leadership, direction, planning, organization, and control of all contract activities, ensuring that all tasks are executed within scope, schedule, and budget.
- Responsible for staffing and resource allocation; supervises all contractor personnel and ensures key personnel requirements are met at all times.
- Manages project schedules, progress reporting, risk management, and performance against QASP standards.
- Ensures quality control, compliance with the PWS, CDRLs, and all deliverables.
- Oversees surge, transition-in/out, and contract start-up/closeout contingencies.
- Develops and maintains effective relationships with senior Army/Government stakeholders, acts as the interface between project staff and Government leadership.
- Submits and reviews all required data, reports, and deliverables as required by the contract.
- Rapidly resolves issues related to personnel performance, contract execution, and compliance.
- Leads status reviews, planning meetings, and briefings with Government leadership.
Qualifications:
- Bachelor's degree in Business, Engineering, or a closely related field (Master's preferred).
- Experience in managing large-scale, complex Army/DoD analytic or program support contracts.
- Prior experience with Army staff/DoD C-suite clients at the HQ/enterprise level.
- Active security clearance appropriate (usually SECRET or higher).
- Demonstrated leadership, organizational, and communication skills.
