Introduction

Loudoun County Fire and Rescue (LCFR) is a combination career/volunteer organization comprised of approximately 807 employees and 800+ active operational and administrative volunteers. The Department is a growing organization that serves a large and diverse population located approximately 30 miles northwest of Washington, DC. Job Summary

The Department's Buyer serves as the primary purchasing liaison, handling procurement activities in compliance with County and state policies and laws. The successful candidate will provide broad procurement and inventory management support as an outsource buyer to the Department.

Functions of the position include, but are not limited to, the following:
* Serve as the Department's Buyer, preparing requisitions for equipment and services, ensuring compliance with procurement policies, and assisting in vendor research and selection.
* Act as the primary purchasing liaison for purchases under $100,000, verifying and modifying technical specifications, obtaining quotes, and demonstrating proficiency in the Oracle Financial System.
* Contract with vendors for materials, equipment, and services, including soliciting quotes, establishing purchase orders, and ensuring adherence to County purchasing policies.
* Process requisitions and purchase orders.
* Ensure that goods and services are properly received and accepted by coordinating with divisions and processing receiving reports.
* Liaise between contract users, the Contract Administrator, and the Division of Procurement; monitor open purchase orders and term contracts.
* Assist in the budget process by offering feedback on purchasing and equipment needs.

We are seeking an individual with:
* Knowledge of the Virginia Public Procurement Act, other applicable laws, and County purchasing policy as they pertain to the work of the position.
* Knowledge of business English and math.
* Knowledge of automated purchasing, budget, and accounting systems.
* Knowledge of Department and County programs, services, organization, function, policies, and procedures.
* Knowledge of methods, procedures, and practices of purchasing.
* Knowledge of standard office practices, procedures, equipment, and office management.
* Knowledge of the uses and capabilities of office automation hardware and software.
* Knowledge of various grades and qualities and merits of a variety of materials supplies and equipment used by the Department/County.
* Skill in using office machines as well as automated equipment.
* Skill in communicating, both orally and in writing.
* Ability to resolve administrative issues and make decisions.
* Ability to assess needs and propose procurement solutions.
* Ability to establish effective working relationships with officials, vendors, other employees, and the public.
* Ability to effectively interact, communicate, and provide advice to staff on technical issues.
* Ability to monitor complex financial records.
* Ability to organize and prioritize work independently.

Hiring salary will be commensurate with experience.


Minimum Qualifications

Bachelor's degree, preferably with coursework in procurement, business, accounting, computer science, or related field; one (1) year related work experience in procurement of supplies and services with experience working with automated systems; or equivalent combination of education and experience.
