The role falls within the CFO organization within the Contracts and Procurement, "Procure to Pay" team. The CFO organization is responsible for supporting the execution of RTI's mission by ensuring financial stability, driving operational excellence and managing risk. What You'll Do

The Procurement and Subcontract Specialist (PASS) sources and procures equipment, materials, services and supplies necessary for operation of the organization and in support of RTI's prime agreements. The PASS serves as the primary interface between RTI project teams and third-party subcontractors. The PASS receives and processes subcontract requests from RTI project teams and then issues, negotiates, and executes agreements with RTI's subcontractors. This role will report to the Senior Manager, Subcontracts and Small Business. The role will be based in our RTP, NC or Washington, DC office locations or has the option to be hybrid or fully remote within the US.

Your primary responsibilities will include but not be limited to:

  • Procure equipment, materials, services and supplies necessary for operation of the organization and in support of prime agreements.
  • Compile data to determine feasibility of buying products.
  • Compile information from periodicals, catalogues, and other sources to keep informed on price competitiveness.
  • Document market research and source selection decision.
  • Review prime client contracts and identify vendor/subcontractor requirements and flow down terms.
  • Ensure compliance with applicable policies and procedures.
  • Negotiate and execute standard and complex agreements.
  • Support other project work as requested by the Procure to Pay (P2P) Management Team.
  • Interpret and apply the relevant Federal Acquisition Regulations (FAR), applicable Code of Federal Regulations (CFRs), Uniform Contract Code (UCC) to relevant procurements.
  • Perform supplier monitoring activities.
  • Support periodic audits and assist in development of processes that ensure compliance.
  • Support P2Pin related governmental audits.
  • Prepare and implement procurement training as needed.
  • May represent and act as interface for the Procurement and Subcontracts Team to business units or key internal or external clients.
  • Performs reviews, analyses, and audits subcontracts and procurement agreements to ensure compliance with respective terms and conditions, Institute policies and procedures, and regulatory requirements.
  • Represent increasing levels of responsibility, increased interaction, and resolve issues with key constituents internally and externally without management engagement.
  • Support team and RTI business improvement initiatives as designated by RTI Management.
  • Provide flexible support across team functions as designed by RTI Management.
  • Advocates for inclusion of small and diverse businesses as appropriate.
  • Drive innovation through a focus on digitization, efficiency, and continuous improvement.

What You'll Need

Requirements:

  • Bachelor's Degree and 5 years of relevant experience in procurement and subcontracts, Master's degree and 3 years of relevant experience in procurement and subcontracts, or equivalent combination of education and experience.
  • To qualify, applicants must be legally authorized to work in the United States and should not require now, or in the future sponsorship for employment visa.

Preferred Qualifications:

  • Ability to read and speak French or Spanish are a plus.
  • Prior work experience in a government contracting landscape is preferred.
  • Knowledge and understanding of RTI procurement and subcontracting systems and processes is a plus.

Knowledge Skills and Abilities:

  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.
  • Demonstrated solid understanding of governmental regulations to ensure compliance with relevant procurements.
  • Extensive knowledge of procurement/contracts principles and terminology as well as basics of contracts administration and finance or accounting.
  • Ability to negotiate standard terms and conditions for effective contracts with vendors and subcontractors independently with minimal guidance from senior members of the team for complex negotiations.
  • Ability to conduct due diligence as required by client specifications and company policies.
  • Ability to analyze vendor and subcontractor budgets for fair and reasonable costs and/or price.
  • Ability to perform duties that require close attention to detail, to prioritize workload and follow tasks through to completion.
  • Ability to understand prime contract contents to ensure lower tier procurements are in compliance.
  • Ability to manage multiple priorities.
  • Ability to travel several times throughout the year to domestic and international locations if requested.
  • Ability to work independently without instruction on routine assignments.
  • Attention to detail and accuracy.
  • Ability to establish and maintain effective working relationships with co-workers, supervisors, project staff, suppliers and clients.
  • Proficient interpersonal, oral and written communication skills.
  • Ability to obtain proper security clearances if required as noted by contracts.
  • Ability to identify risks and ensure RTI interests are appropriately protected.
