Position Summary

Odyssey Systems has an exciting opportunity for a Configuration and CDRL Data Manager (CM/DM) providing support to the NC3 Contract and specifically the NCS division.

The AFNWC/NC3 Integration Directorate is headquartered at Hanscom Air Force Base, MA, with an operating location at Kirtland AFB, NM. The NC3 Directorate's mission is to provide support to the Program Executive Office (PEO), the Deputy Director, Deputy AFPEO NC3 and staff for acquisition and administrative control of all NC divisions, branches, and programs. It consists of an Executive Section, Engineering (EN), Financial Management (FM), Operations Management (OM), Information Protection (IP), Contracts (PK), Cyber, Logistics (LG), the Program Execution Group (PEG) and Intelligence (IN).

The Strategic Communications Division (NCS) develops nuclear survivable terminals capable of communicating with the Milstar and Advanced Extremely High Frequency (AEHF) satellite constellations and future satellite constellations using both the Extremely High Frequency (EHF) and AEHF waveforms.

This is a full time position located at Hanscom Air Force Base, Bedford, MA.



Responsibilities

Duties include, but not limited to:

    Provide CM of relevant program artifacts and archive acquisition documentation.

  • Review, analyze, and maintain CM files, change control, and status accounting records.

  • Convene and manage CCB/NCCBs, TRBs, and record approved changes.

  • Participate in change control boards and analyze proposed changes for operational impacts.

  • Support Engineering Assessments and major audits (PCAs/FCAs).

  • Record and maintain findings, minutes, and action items.

  • Report data delivery status and support pre/post-award data reviews.

  • Review conformance to CDRL requirements and process correspondence.

  • Support workflows, track data item deliverables, and maintain archival systems.

  • Work with program management, systems engineers, quality managers, draftsmen, and design/manufacturing engineers.

  • Develop and administer configuration management plans.

  • Maintain design traceability, inventory, and configuration status.

  • Track Change Requests (CRs), Discrepancy/Problem Reports (DRs)/Problem Reports (PRs).

  • Ensure baseline integrity, provide QA checks, support licensing, packaging, and delivery of software.

  • Maintain CM library and software repository, manage and control product baselines.

  • Recommend and document comprehensive CM plans and analyze data to support software-driven systems.

  • Perform studies on CM effectiveness and support resolution recommendations.

  • Audit/review IT system configurations and maintain all baselines.

  • Oversee CM USAP Self Inspection Checklists and input results in MICT.

  • Create and maintain revisions to CDRL packages, prepare and issue Data Calls.

  • Convene, manage, and participate in DRRBs and record approved requirements.

  • Receive and distribute CDRL data deliverables and maintain distribution lists.

  • Ensure integrity of CDRL justification forms and monitor contractor compliance.

  • Provide CM/DM input into program documentation and identify data requirements in SOW/SOO/PWS.

  • Ensure compliance with DoDI 5230.24, DoDD 5230.25, DoD 5010.12-M, DoD 5000.02-R, DFARS 252.227-7013/7014, and ASSIST.



Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Must have and be able to maintain a Secret clearance

Education: BS/BA Degree

Years of Experience: 10+ years of relevant experience

  • Progressive experience managing configuration of software, engineering documents, design drawings, engineering changes and notices.

  • Experience planning/conducting design audits to support Government ownership of the technical baseline.

  • Experience reviewing/analyzing CM programs and data deliveries for accuracy, completeness, and compliance.

Preferred Qualifications

Education: MA/MS Degree

  • IT configuration management experience within the Department of Defense environment.

  • Experience performing HW/SW configuration audits.

  • Experience performing technical/administrative activities for CM tools, inventory/version control, data duplication, and media labeling.

Technical Skills

  • Baseline identification, change control, and status accounting.

  • Tracking CRs, DRs/PRs, and data item deliverables.

  • Management of CM libraries, repositories, and product baselines.

  • Ability to enter/manipulate data in databases.

  • Experience producing release notes, CM reports, and briefings.

  • Proficiency with MS Office Suite.

Interpersonal Skills

  • Strong attention to detail and organizational ability.

  • Ability to multi-task and work independently or with a team.

  • Ability to work with program management, systems engineers, quality managers, draftsmen, and design/manufacturing engineers.
