Johnson County Mental Health Center Administration is looking to fill the position of Behavioral Health Data Analyst. Under limited supervision, this position performs the full range of professional data management and data analysis duties required to support business units within the Mental Health Department. This position will interpret customer needs and requirements by leading cross-functional teams then quantifies results and trends, and translates concepts into practice; as well as data into meaningful information. This position is also responsible for the successful activities of major significance by assisting in establishing and administering centralized projects that touch multiple divisions within Mental Health; completed work is reviewed from a relatively long-term perspective for desired results. Employment for this position will begin December 21st, 2025 or later. This position will remain open until filled.
Job Description
Meets with technical and non-technical staff to discuss technical specifications and operational problems; identifies problems and reviews related information to develop and evaluate options and implement solutions; explains what information means and how it can be used; assists with staff needs assessment, including evaluation of meeting quality standards for services and customer satisfaction; assists with gathering and documenting business data and information requirements; assists with analyzing business forms, reports, processes, practices, and procedures; assists with the development of structured diagrams, including data flow, entity life cycle, hierarchy, entity/relationships, conceptual schemas, and association matrix diagrams; and assists with the implementation and training of data administration practices and data access tools.
- Assists with the development of data sets and extracts, data standards, and data models to ensure complete, correct, accessible and shareable data for information technology development projects; assists with the development of logical data models, including the identification of data subject areas, data entities, attributes, relationships, information types, domains, and constraints; assists with identifying physical implementation requirements such as denormalization, data types, defaults, keys, referential integrity, and screen/script mapping; assists with the development of logical data standards, definition standards, domain, and type standards; assists with preparing physical database design; conducts analytical research and collects data; identifies information by categorizing, estimating, recognizing differences or similarities, and detecting changes in circumstances or events; identifies or detects a known pattern that is obscured within other distracting material; and selects the best methods or formulas (mathematical, statistical, logical, geospatial, etc) to solve a problem.
- Prepares for physical database design and consolidation, standardization, cleansing, migration, or upload of data; designs and runs basic database queries to assess or validate data; and supports data testing and analysis for initiatives of higher complexity.
- Assists with creating and maintaining metadata, reporting objects, data repositories, and data dictionaries; performs basic data cleansing and transformations to assess data quality; and maintains data repositories and facilitates data access for users.
- Performs routine tasks associated with projects, studies, and initiatives; tracks progress of assigned projects; schedules events and activities; develops specific goals and plans to prioritize, organize, and accomplish work; advises supervisors and staff on operational, organizational, and resource problems; assists with the development of technical priorities, schedules, and budgets.

Job Requirements
Minimum Job Requirements: Bachelor's degree in the following field(s) of study: computer science, geography, science, technology, engineering, mathematics, or relevant field of study. Three (3) years of experience in the following areas at an analyst level: using GIS or other data analysis software; applying principles and methods to define features, physical characteristics, locations, interrelationships, and distribution of data; functional testing; reporting; and spatial, performance and/or statistical analysis in an academic, data administration, or business data analytics environment that involves using data modeling, database consolidation, ad hoc query, or business intelligence tools, relational databases, metadata, XML schema design, and/or taxonomy. Experience may be substituted for educational requirements. Preferred Requirements: The successful candidate should have strong technical skills and be proficient with the following tools: SQL (Structured Query Language) * Essential for querying, joining, and manipulating data in relational databases. * Should include experience with writing complex queries, CTEs, window functions, etc.
Crystal Reports * Used in our environment for a variety of published end user reports and routine data extracts
Data Transformation/ETL Tools * Experience with DT/ETL tool such as SSIS, Qlik, Tableau Prep, FME
Data Visualization & Dashboards * Tools: Tableau. * Skills: Creating interactive dashboards, visual storytelling, and KPI tracking.
Excel (Advanced) * Pivot tables, VLOOKUP/XLOOKUP, Power Query, and data modeling.
Python or R for Data Analysis * Libraries like pandas, numpy, matplotlib, seaborn, plotly, or ggplot2. Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency. Physical, Environmental, and Special Working Conditions: All County employees may be called upon to assist other departments in a declared emergency situation.
