JOB TITLE:

Radiation Safety Officer

JOB PURPOSE:

The Radiation Safety Officer (RSO) is responsible for directing safety programs for radioactive materials, X-rays, and lasers to ensure the health and safety of workers, students, and the public. These programs are administered through the UW Radiation Safety Committee and operate in accordance with regulations from agencies including the US Nuclear Regulatory Committee (NRC), OSHA, and FDA. The RSO will also serve as the Laser Safety Officer (LSO) and has the responsibility and authority to assure compliance with the UW Laser Safety Plan, as specified under ANSI standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Maintain the Type-A NRC license for sealed and unsealed byproduct, source, special radioactive materials and actinides; communicate with the NRC and other regulatory agencies and prepare required documents
  • Oversee uses of generally licensed radioactive materials, including calibration sources, static eliminators, small quantities of dispersible source material (U/Th) in natural concentrations
  • Develop and maintain policies, procedures, objectives and goals for the University's Radiation Safety Program
  • Review applications for uses of ionizing radiation and make recommendations to the Radiation Safety Committee (RSC) regarding compliance
  • Serve as advisor and voting member of the RSC and oversee and/or provide specialized services authorized by the RSC, including: radiation exposure monitoring; sealed source leak test/inventory; calibration of survey instruments; procurement, delivery, inventory and disposal of radioactive materials; laboratory and X-ray equipment surveys/inspections; and maintenance of records
  • Develop and maintain written policies and procedures for the University Laser Safety Program
  • Monitor the Laser Safety program, assure compliance, and maintain program records
  • Respond to radiological emergencies and restrict university operations if necessary for health & safety reasons or because of regulatory non-compliance
  • Read and interpret Federal, State and Local regulations and scientific documents concerning Radiation Safety and Environmental Health & Safety
  • Regularly evaluate RSO qualifications and maintain competence in position through continued training and contact with peers
  • Provide guidance and advice pertaining to the risks and safe management of ionizing radiation to the RSC, University administration, radiation users, the VP for University Operations, Director Emergency Management, Health & Safety, and other personnel
  • Develop and provide training to faculty, staff, students, and other personnel regarding radioactive materials safety and X-ray safety, in accordance with applicable regulatory requirements

SUPPLEMENTAL FUNCTIONS:
  • Provide assistance to other state agencies and members of the public in matters of radiation safety, and represent the University at various community business meetings, committees, task forces, as necessary
  • Cross train with other safety specialist roles, reply to Safety Office phone calls and/or Safety Office email requests for assistance, assist with or prepare reports and participate in other random inspections, as requested
  • Have 24/7 emergency contact duties for spill response, suspicious events, and emergency situations involving hazardous (chemical, radiological, biohazardous) materials or agents
  • Manage assigned portions of the Safety Office Information Management System
  • Oversee the work of 1-2 part-time employees up to 20 hours per week
  • Provide budgetary information to the Director of Emergency Management, Health & Safety and/or VP for University Operations with respect to the radiation safety program
  • Other duties as assigned by the VP for University Operations or Director Emergency Management, Health & Safety

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree in physical science or engineering; or Biological Science (with a minimum of 20 hours in physical science) is required

Experience: 5 years professional, work-related experience

Required licensure, certification, registration or other requirements:
  • Have (or be able to obtain):
    • 40 hours of Radiation Safety Officer training in the safe handling of radioactive materials and in the characteristics of ionizing radiation, units of radiation dose and quantities, radiation detection instrumentation, and biological hazards of exposure to radiation appropriate to the type and forms of byproduct material to be used
    • Qualifications to be approved for a Type-A broad-scope Nuclear Regulatory Commission License (NRC NUREG 1556-11, Revision 1 (2017), Section 8.7.3., Radiation Safety Officer)
    • Department of Transportation (DOT) Radiological Materials Transportation training
    • Valid driver's license with a motor vehicle record (MVR) compliant with the University Vehicle Use Policy.
