Summary:

The Interim Senior Manager of Total Rewards provides strategic and operational leadership to design, evaluate, select, implement, and administer employee benefit, leave management, and workplace accommodation strategies and programs for Rogers Behavioral Health. In partnership with the HR team and Rogers leadership the Interim Senior Manager will collaborate with the Total Rewards team to develop policies, effectively communicate programs so that they are fully utilized by employees, and ensure that strategies are inclusive, align with and support employee attraction, engagement and retention. In addition, the Interim Senior Manager will create systems and processes to analyze the effectiveness of benefit programs, ensure the cost-effectiveness of programs, and ensure programs and plans are operated in compliance with all regulatory standards.

This is a 1099 contract role for an initial 4-6 month engagement, with potential for extension or temp-to-perm placement based on mutual fit.

The position will begin on-site in Oconomowoc, WI for the first one to two weeks, with the option to transition to a flexible hybrid schedule thereafter.

Immediate availability is required. Job Duties & Responsibilities: Collaborate with the Chief Human Resources Officer, Human Resources team, and RBH leadership to identify solutions and tools to best support business performance and business objectives.
  • The Interim Senior Manager will evaluate policy, practice and procedures related to Total Rewards, HR policy, and Organization needs consistent with RBH Total Rewards philosophy and mission
  • Champion the communication of the Total Rewards philosophies, programs, and processes throughout the organization.
  • Provide strategic human resources counsel to business leadership in the areas of employee benefits, leave management and workplace accommodation programs, plans, compliance, and rewards and recognition.
  • Collaborate in the development of specific action plans to address Total Rewards initiatives and HR specific goals to meet RBH needs.
  • Partner with respective teams to understand legislative changes affecting our business.
Develop benefit, leave management, and workplace accommodation plans, policies, and programs that align to the organization's people strategies and effectively manage financial resources.
  • Proactively monitor and review employee benefit offerings to analyze trends and external benchmarks and make appropriate recommendations regarding changes to be made to maintain competitive market position. Includes: Survey sourcing and participation, Prospective gathering of market-specific and geographic data for use in planning and analysis for new market entry. Analysis to assess DEI initiatives.
  • Works with insurance brokers and investment planners to create competitive and design, cost-effective benefits packages, programs, and policies.
  • Advise management on benefit program initiatives and recommended changes: Provide an executive summary on financial impact, with detailed analysis, as well as equity and perception impact
  • Develop written communication materials and communication processes to document and share benefit actions with leaders and employees.
  • Communicate effectively with Administration Team, directors, supervisors, and employees regarding benefit programs and related questions and issues.
  • Regularly re-evaluate vendors in search of cost-saving opportunities and determine necessity for renegotiation.
Benefits implementation and administration
  • Implement and administer benefit plans and programs to ensure effective and compliant management of resources. Includes the management of the employee benefit programs, employee benefits policies, employee benefit plans and supporting software applications.
  • Manage applicable benefits vendor relationships including RFPs, contract negotiations, and performance.
  • Partners with vendors, brokers, and Rogers internal team to facilitate plan implementation and ongoing administration, Including communication, plan implementation, employee education, and enrollment for insurance and retirement plans.
  • Planning, communication, facilitation, and auditing of benefits Open Enrollments and special enrollments.
  • Create, implement, and maintain accessible and reliable systems, processes, policies, and resources that enable accurate and timely administration of benefit processes while maintaining RBH requirements, privacy of personal health information, and employee confidentiality.
Regulatory compliance and plan administration compliance
  • Monitor communication, administration and adherence to employee benefit plan, policy and programs and mandated employee benefit programs and plans.
  • Monitors legal and regulatory changes for all markets in which we operate to maintain awareness of emerging regulatory requirements, pending policy, standards and requirements affecting benefit plans. Includes: employee group, entity type, and geography specific regulations for all employee benefit plans, programs and policies.
  • Conduct period audits to ensure ongoing administration is compliant with regulations in all areas of operation.
  • Coordinates with vendors, audit and internal team to assure timely and complete audit preparation, regulatory reporting and 5500 preparations.
Partner with Total Rewards team and other stakeholders to manage Employee Engagement and Recognition
  • Plan and administer Employee Recognition and Wellness plans and programs that align with the organization's people strategies and effectively manage financial resources.
  • Proactively monitors and analyzes engagement and recognition market trends, assesses applicability for RBH.
  • Performs analysis of ROI on initiatives
  • Researches and recommends best practices and programs
  • Participates in the planning and facilitation of events and activities
Analyze trends in partnership with the human resources group to develop, implement and maintain solutions, programs and policies that support benefit and TR programs
  • Gather, monitor and present Total Rewards data and metrics to support business decisions.
  • Partner with appropriate teams to manage and implement software and system changes and technology.
Perform other duties as assigned. Promote department goals as well as the mission of the hospital.

  • Demonstrate acceptance and training of student interns in the department, as directed.
Demonstrate understanding of Joint Commission and other regulatory agency compliance regulations.
  • Involve self in the learning and application of standards relevant to the Human Resources department.
  • Participate in in-services, seminars and other meetings to increase involvement and awareness of regulations.
  • Involve self in the education of other disciplines regarding the department's regulations.

Schedule

  • Monday-Friday, 8am-5pm
  • Training is 2 weeks in-person in Oconomowoc
  • Post-training, role can assume a hybrid schedule of up to 4 days in-office with a minimum of 1 day remote.
  • Anticipated Start Date: November 2025

Education/Training Requirements:
  • Bachelor's degree in Business Administration, Human Resources Management, Healthcare or related field or related field required.

  • Certified Employee Benefit Specialist (CEBS) and SPHR / PHR certification preferred.

  • Minimum of five (5) years employee benefits administration experience, including two (2) years in a leadership or advisory capacity with specific responsibility plan design and analysis

  • Experience in a health care setting preferred

  • Strong knowledge of total reward strategies and benefits programs.

  • Analytical skills

  • Exceptional communication skills, including formal presentations.

  • Effective collaboration and relationship-building skills.

  • Strong problem-solving and project management skills.

  • Computer proficiency and advanced Microsoft Office skills are required.
