Description

Leidos Digital Modernization Sector is seeking an experienced Program Manager to lead the Broadside (BrS) global network operations program, supporting a key Intelligence Community (IC) customer. This role oversees complex IT Operations and Maintenance (O&M) activities across more than 60 CONUS and OCONUS sites spanning the U.S. and other global mission locations.

The Program Manager serves as the principal interface between the customer, prime contractor, and Leidos executive leadership-responsible for overall contract execution, cost, schedule, staffing, subcontractor management, and technical performance. The selected candidate will lead a large, diverse workforce, integrating multiple functional areas including network operations, global mobility, finance, staffing, security, and talent acquisition through a mature Program Management Office (PMO).

Primary Tasks
Leadership & Program Execution

  • Provide decisive leadership and direction across a multi-disciplinary workforce of 60+ professionals supporting both CONUS and OCONUS operations.
  • Lead all aspects of program planning, execution, and risk management ensuring delivery within scope, schedule, and budget.
  • Oversee Monthly Operating Reviews (MORs), Integrated Program Management Reports (IPMRs), and recurring executive briefings to corporate and government stakeholders.
  • Drive program growth by developing strong customer relationships and aligning delivery to mission priorities.

Customer & Partner Engagement

  • Serve as the primary interface with the IC customer, prime contractor, and mission partners, ensuring transparent communication and alignment of objectives.
  • Coordinate contract execution with subcontractors and key vendors, ensuring compliance with contract clauses and performance standards.
  • Support customer engagements, technical interchange meetings, and readiness reviews across the enterprise.

PMO & Functional Integration

  • Manage a robust PMO that integrates functional areas including finance, contracts, global mobility, HR, security, and recruiting to ensure enterprise readiness and compliance.
  • Oversee operational reporting, including Earned Value Management (EVM) metrics, staffing trackers, and cost performance indices (CPI/SPI).
  • Lead Service Level Agreement (SLA) performance management, issue resolution, and service improvement planning aligned with ITIL-based ITSM processes.

Operational Excellence

  • Ensure 100% compliance with all contractual, security, and technical deliverables.
  • Oversee system readiness, network performance monitoring, and OCONUS mission support for critical operations centers.
  • Champion continuous improvement initiatives, leveraging Lean Six Sigma and data-driven analysis to optimize performance and cost efficiency.

Strategic Growth & Innovation

  • Collaborate with the Business Development and Capture teams to position the program for follow-on opportunities. I
  • dentify and propose process improvements and automation to enhance service delivery, scalability, and mission resilience.

Successful candidates must possess the following skills:

  • Experience leading large, complex IC or DoD programs
  • Minimum 5 years of experience managing teams of 50+ personnel, including OCONUS staff.
  • Proven experience in program financial management, cost controls, EVM, and annual operating plans (AOP).
  • Demonstrated success managing subcontractors and vendor relationships in a prime/sub environment.
  • Deep understanding of IC operations, network infrastructure, and mission continuity requirements.
  • Excellent communication and executive briefing skills with demonstrated experience leading MOR/IPMR discussions.
  • Proficiency with Microsoft Office Suite, Microsoft Project, and SharePoint.

Education

  • Bachelor's degree and 10+ years of prior relevant experience; Master's degree with 8+ years of relevant experience preferred.

Clearance

  • Active TS/SCI clearance with Polygraph required
  • US Citizenship is required due to the nature of the government contracts we support.

Preferred Qualifications

  • Experience managing network O&M programs for the IC or DoD customers.
  • Prior Operations Center or Mission Operations experience (CAOC, AOC, IC Ops Centers).
  • Lean Six Sigma, PMP, or ITIL certifications.
  • Experience with space operations, satellite communications, or global infrastructure programs.
  • Familiarity with DoD or IC planning, readiness reviews, and multinational mission support.
