This position works as a part of our finance team of specialists. With limited direction of the Financial Specialist IV, this is an advanced financial professional responsible for the execution, coordination, and comprehensive analysis of the department's fiscal operations, specifically focusing on procurement oversight expenditure management and complex reporting. Directly supervises the Financial Specialist II and ensures that operational finance activities are compliant, efficient, and accurately reported to senior management. This role serves as a key fiscal liaison, coordinating across department units and with external county and state financial offices.


Required Knowledge Skills and Abilities

Considerable knowledge of the principles, methods, and practices of governmental budgeting and fiscal management and the ability to apply them to complex governmental systems;
Considerable knowledge of federal, state and county policies, procedures, regulations and legislation impacting the maintenance of financial records;
Ability to effectively supervise and coordinate the activities of staff;
Ability to develop and implement fiscal policies and procedures.


Employment Standards

MINIMUM QUALIFICATIONS::

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, three years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

CERTIFICATES AND LICENSES REQUIRED:
Cardiopulmonary resuscitation- CPR certification (Required within 60 days of appointment)
AED certification (Required within 60 days of appointment)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and credit check to the satisfaction of the employer.

Certain positions with financial responsibility within this class may be subject to criminal background checks and/or credit checks as a condition of employment and periodically thereafter, as determined by the department head. An applicant or an employee may be required to submit a request for a criminal history record check and/or credit check to the appropriate agency; Applicants and employees within these positions must demonstrate financial responsibility in personal finances as a condition of employment.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:

  • Five or more years of experience in governmental financial practices, including accounting, accounts payable, procurement and conducting financial analysis.
  • Three or more years of experience in establishing performance measures relevant to financial processes.
  • Three or more years of experience working with Enterprise Resource Planning information systems with integrated budget, accounts payable, and procurement functions.
  • Three or more years of experience supervising staff in a financial setting.
  • Proficiency in Microsoft Office Excel.
  • Excellent communication skills both verbal and written.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature and requires walking, standing, sitting (for long periods of time), kneeling, reaching, bending, and climbing stairs; may be required to lift or carry up to 25 lbs. as required for the position. Uses hands to grasp, handle, or feel. Visual acuity is required to read data from paper and on a computer monitor or other electronic device; ability to operate keyboard driven equipment and computer and use of touchscreen. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment and may occasionally be required to perform job duties outside of the typical office setting. Ability to drive a motor vehicle. All duties performed with or without reasonable accommodations.
