Summary:
- The Hawaii Public Utilities Commission (PUC) is seeking an experienced Business Analyst to support the PUC's Strategic Plan working group. The analyst will play a critical role in identifying and analyzing PUC statutes, rules, orders, internal policies, guidelines, and procedures. Organize, document, and map current processes into a centralized repository Identify gaps, risks, and inefficiencies Recommend solutions to improve efficiency, add value, and help achieve Strategic Plan Goal 1.
Job Description:
- Develop a PUC Operations Manual (Ops. Manual) as the central repository of internal policies, procedures, and processes:
- Organize and document high-level process maps referencing statutes, rules, orders, and policies.
- Provide step-by-step instructions and detailed process maps for prioritized administrative and business processes.
- Establish governance guidelines and change control processes.
- Standardize structure, formatting, and language.
- Implement document control processes and templates for future updates.
- Ops. Manual to be hosted on a secure PaaS or SaaS environment with low maintenance overhead, easy content management, and user-friendly navigation.
- Gather requirements through independent research, interviews, and working sessions with staff and stakeholders.
- Identify inefficiencies in policies, procedures, and processes; recommend solutions with future-state documentation and maps.
- Provide recommendations and technical guidance to enhance the PUC's Case & Document Management System (CDMS) developed in Salesforce or other IT systems to implement Ops. Manual processes.
- Deliver training on administrative and content management for the Ops. Manual.
Desired Qualifications
- Experience in business process documentation, knowledge management, or policy development.
- Experience implementing document control or knowledge management systems.
- Background in government, non-profit, or regulated environments (preferred).
- Strong analytical and critical thinking skills to interpret data and identify solutions.
- Excellent communication skills for engaging diverse stakeholders.
- Technical understanding to bridge business needs and IT feasibility.
- Strong problem-solving skills for complex business challenges.
- Expertise in process documentation and mapping, with strong writing/editing skills for clarity and consistency.
- Proficiency in Microsoft 365 tools (Teams, SharePoint, Word, Excel, Visio).
- Experience with Salesforce (preferred).
