The Senior Business Systems Analyst serves as a key member of the IT Functional Team, providing analytical, technical, and operational support for Oracle Cloud and boundary systems. The incumbent partners with campus stakeholders to analyze business processes, define system requirements, and ensure that HR technology solutions effectively support institutional goals. The position supports configuration, data integrity, and ongoing maintenance across core ERP functions.
The Business Systems Analyst serves as a campus-wide strategic leader and subject-matter expert for UCSF's Oracle Cloud ERP platform and related administrative systems. In this capacity, the analyst provides authoritative guidance on system architecture, data governance, integration strategy, and solution design, ensuring that technology decisions advance UCSF's operational, financial, and compliance priorities. The role regularly shapes cross-functional roadmaps, influences policy development, and guides leadership on the implications of system design choices across the enterprise.
This position requires expert-level technical and functional ERP mastery, paired with deep institutional knowledge of UCSF's business processes, operational structures, and policy frameworks. Serving as a recognized campus-wide authority in Oracle Cloud ERP, the analyst leads the design, configuration, testing, and governance of enterprise solutions that enable efficient, compliant, and scalable business operations across the university. The role regularly addresses issues with significant organizational impact, often involving complex, precedent-setting analysis and recommendations.
Acting as the principal liaison between UCSF HR functional leaders, IT technical teams, and Oracle Support, the analyst ensures that Oracle Cloud HCM configurations, integrations, and enhancements not only align with institutional business processes and policy frameworks but also shape future direction. The position requires a comprehensive understanding of UCSF's HR operations, payroll structures, academic personnel policies, and compliance obligations. Success in this role demands advanced analytical expertise, the ability to lead cross-functional decision-making, and the capacity to deliver high-impact, enterprise-class HCM solutions that are scalable, reliable, and optimized for strategic institutional objectives.
Success in this role requires hands-on experience with Oracle Cloud configuration, data validation, regression testing, and issue triage, as well as proficiency in tools such as OTBI, BI Publisher, BI Cloud Connect, and HCM Extracts. Experience supporting one or more Oracle Cloud HCM modules such as Core HR, Recruiting, Talent Management, Compensation, Absence Management, or HR Help Desk is essential.This position includes regular onsite work, typically 1-3 days per month. The exact schedule and frequency may be adjusted as needed to meet departmental and operational demands.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $150,300 - $225,400 (Annual Rate).

Department Description

The mission of the UCSF Information Technology (UCSF IT) organization is to deliver full IT services and related systems for faculty, staff, and students, the UCSF Foundation, all University departments, and any outside entities who have a business relationship with the University.

The Information Technology Enterprise Applications team supports enterprise-wide business applications, including but not limited to PeopleSoft Financials, UCPath HCM, Allscripts procurement and payables, and other financial, supply chain, and human capital management systems. We ensure the day-to-day operation of these systems as well as the implementation of new enhancements due to organizational need.

Required Qualifications


  • Bachelor's degree in Computer Science, Information Technology or related area and / or equivalent experience / training.
  • 10 years related experience
  • 5 years of experience with enterprise resource planning (ERP) or human capital management (HCM) systems.
  • Expert-level knowledge of business and process analysis methodologies, with the ability to lead enterprise-wide requirements strategy, facilitate complex fit-gap assessments, and drive redesign of cross-functional business processes.
  • Advanced proficiency with relational data structures, SQL concepts, reporting architecture, and data governance practices, with the ability to guide teams on data integrity, reconciliation, audit readiness, and cross-system data alignment.
  • Expertise in developing and overseeing comprehensive testing strategies, including system, integration, regression, security, and user acceptance testing, ensuring that enterprise solutions meet functional, compliance, and operational requirements.
  • Recognized authority in translating institutional business needs into scalable solution architectures, including the definition of configuration standards, workflow models, data structures, and governance frameworks that apply across UCSF.
  • Advanced skills in process design, system configuration, and solution lifecycle management, with a demonstrated ability to architect and guide the deployment of complex, multi-module enhancements from concept through implementation and stabilization.
  • Exceptional communication and interpersonal skills, with the ability to influence executives, advise policy owners, and explain complex technical and functional concepts to diverse audiences across all levels of the organization.
  • Demonstrated leadership in defining enterprise system strategy, including future-state process design, governance of functional standards, facilitation of conference room pilots, evaluation of new capabilities, and direction of institutional process modernization initiatives.

Preferred Qualifications


  • Deep understanding of UCPath (PeopleSoft) HR/Payroll structures, job data, funding attributes, and underlying data models, including the customizations and integration dependencies required to maintain accuracy and alignment across enterprise systems.
  • Extensive functional expertise in Oracle Cloud ERP across HCM, Financials, or Supply Chain covering configuration governance, integration analysis, quarterly release management, and cross-module design and dependencies.
  • Experience operating at scale within a large, complex enterprise environment comparable to UCSF in budget, regulatory requirements, operational complexity, and administrative systems infrastructure.
  • Deep understanding of HR, supply chain, finance, or healthcare administrative processes, with the ability to incorporate policy, compliance, and regulatory considerations into system design and cross-functional solution decisions.
  • 5 years of UC experience.
  • Certification:
    • Lean Six Sigma Black Belt (LSSBB)
    • Project Management Professional (PMP)
    • Certified Business Analysis Professional (CBAP)
    • Oracle HCM Cloud Certifications
