Director of Waterfront Engineering Services

Position Summary:

As Director of Waterfront Engineering Services (WES), you will serve as the strategic partner to the WES Vice President, supporting expansion of the business with a primary growth focus on OCONUS markets while ensuring continued support and development of all existing CONUS areas of responsibility (AORs).

The position works closely with WES Program and Project Managers, as well as Corporate Support Teams, and is designed to accelerate business growth in Fleet support across both domestic and international environments, while simultaneously building full operational knowledge required to support potential future leadership opportunities. Success in this role is measured by revenue growth, profit performance exceeding 2026 budgets, expansion into new OCONUS opportunity spaces, and continued performance improvement across WES.

Essential Functions and Responsibilities:
1. Business Growth & Strategy (Primary Responsibility)

  • Develop and execute the growth strategy for WES, focused on expanding current programs and generating new DoD/Navy opportunities.
  • Identify and qualify new business opportunities aligned to WES core capabilities including ship maintenance, logistics, sustainment, engineering, readiness.
  • Leverage existing and build new relationships within the DoD and Federal Government environment which include but are not limited to Navy, Army, Air Force, and Coast Guard contracting communities to grow LCE's services business through new contracts and partnering opportunities
  • Lead customer engagement planning, shaping activities, white papers, capability briefs, and early-stage opportunity positioning by building commitment in a collaborative team environment.
  • Directly engage in business development activities including as a key contributor in capture planning, CRM documentation, teaming decisions, gate reviews, technical writing, proposal development, and developing pricing strategies.
  • Support strategic partnerships with industry partners, OEMs, primes, RMCs, and small business subcontractors to expand solution offerings.
  • Shared accountability for revenue and profit performance relative to budget.


2. Operational Learning, Integration & Performance

  • Shadow and directly support the WES VP in all operational management activities and performance management.
  • Learn, document, and master WES and LCE processes.
  • Partner with Program and Project Managers to review performance indicators, contract compliance, staffing challenges, and client satisfaction.
  • Support workforce development including recruiting strategies, readiness, and SEA Coach development models.
  • Standardize execution excellence across geographically dispersed teams supporting TYCOMs, RMCs, Public Shipyards, and other Fleet level organizations.
  • Support the VP on cross-functional coordination with other FSG Lines of Business and Corporate Support Groups including HR, contracts, accounting, QA, and business development teams.
  • Participate in routine LOB performance reviews with executive leadership teams.
  • Maintain a collaborative work environment for all WES employees, and build positive relationships via regular and open communications, mutual respect, empathy and support, and the expectation and commitment of trust amongst team members.
  • Ensure personal and organizational compliance to company and legal guidelines as specified, with particular care given to safe work practices.


Required Education, Skills, and Experience:

  • Bachelor's degree in technical discipline required; Master's degree preferred.
  • 10+ years' contracting experience supporting U.S. Navy ship maintenance, logistics, and readiness or sustainment programs.
  • 5+ years leadership experience in program management, capture, Client, or operational leadership roles.
  • 5+ years' leadership experience in an overseas management level role.
  • Extensive industry engagement experience, including capture level efforts, and technical proposal writing/development.
  • Deep understanding of NAVSEA, Fleet TYCOM, RMC operations, Navy maintenance strategies, and supply/logistics environment. Proven ability to manage internal and external client relationships in support of business objectives.
  • Extensive experience in financial management, contracts management, program management, and personnel management.
  • A strong management presence with operational, communication and interpersonal skills to inspire the internal team.
  • Visible Leader.
  • Demonstrated networking capabilities among various communities within the DOD, commercial customer networks a plus.
  • Must be sensitive to the professional expectations of the business, ensuring a positive interaction and impression for all stakeholders.
  • Ability to work as a team player and demonstrate personal initiative to complete the work of the team as a whole, within rapidly changing business and contract conditions and priorities.
  • Must be able to manage to and meet tight deadlines.
  • Must be able to establish a professional rapport with all position stakeholders.
  • Must be highly reliable and capable of meeting work schedule consistently.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • Proven experience managing employees while creating a positive culture built on communication and recognition.


Physical Demands & Expectations:

  • Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
  • Ability to travel up to 30% of time
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
