DESCRIPTION

Under the general direction of the University Controller, the Financial Analyst Manager 1 provides strategic leadership and operational oversight for UC San Diego's Accounts Receivable, Banking Operations and Merchant Card Services, PCI Compliance and Cash Management functions within Business & Financial Services (BFS). The position is responsible for maintaining the accuracy and integrity of the university's financial transactions, safeguarding institutional assets, and ensuring compliance with UC policies, GAAP, and federal and state regulations.

The incumbent directs Accounts Receivable, Banking Operations, Cashiering, Merchant Card Services and eMarkets, PCI Compliance and Cash Management operations, and manages complex reconciliations and financial processes that support institutional liquidity and reporting accuracy. The role also leads continuous improvement and system optimization initiatives, collaborating with campus and systemwide partners to strengthen internal controls and streamline financial operations.

The Director of Cash, Banking & Receivables Management (Financial Analyst Manager 1) supervises a team of professional and managerial staff, setting strategic priorities and performance goals aligned with BFS and university objectives. Working closely with Internal Controls & Accounting, Treasury, and Audit & Management Advisory Services, the position serves as a key advisor to the Controller and BFS leadership on financial performance, risk management, and operational efficiency.

This position plays a pivotal role in promoting fiscal accountability, process innovation, and service excellence within UC San Diego's financial infrastructure.

QUALIFICATIONS
  • Comprehensive knowledge of finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.

  • Typically, 7-10 years of progressively responsible financial management and/or accounting experience in a large and complex organization. Demonstrated success managing reconciliation, accounts receivable, or cash-management functions and leading professional financial staff. Experience in a public research university or similar environment preferred, with understanding of university structure, resource management, and governance.

  • Ability to effectively communicate verbally and in writing. Excellent verbal and written communication skills with the ability to present complex financial or accounting information clearly to diverse audiences, including leadership, staff, and external partners. Demonstrated ability to prepare clear reports, policy documents, and presentations and to respond effectively to inquiries.

  • Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations. Excellent interpersonal and relationship-management skills with demonstrated adaptability in a dynamic environment. Proven ability to build collaborative partnerships across functions and to communicate and act with professional judgment and discretion.

  • Client services oriented, good listening, critical thinking, and analytical skills. Excellent service orientation with strong leadership, analytical, and problem-solving skills. Demonstrated ability to use critical thinking, sound judgment, and data-driven decision-making to creatively resolve complex fiscal or operational issues while maintaining a customer-focused approach.

  • Ability to multi-task. Excellent organizational skills and the ability to manage multiple priorities in a fast-paced, deadline-driven environment. Advanced proficiency with spreadsheets, databases, and analytical tools to track and manage concurrent projects and deliverables.

  • Knowledge and understanding of internal control practices and their impact on protecting University resources. Thorough understanding of internal-control frameworks and best practices in financial management and compliance. Demonstrated experience establishing, assessing, and strengthening controls to ensure fiscal integrity, accurate reporting, and adherence to UC policy, GAAP, and regulatory standards.

  • Strong knowledge of industry and higher-education best practices in financial management, accounting operations, and internal controls.

  • Demonstrated expertise in fiscal planning, budgeting, analysis, forecasting, reconciliation, and internal-control management. Thorough understanding of automated financial systems and data integration; ability to translate business needs into achievable technological solutions.

  • Strong leadership and supervisory skills, including performance management, organizational planning, and team development. Ability to build and maintain a collaborative, high-performing team that values diversity, accountability, and service excellence.

  • Advanced degree in Accounting, Business, or Public Administration; or an equivalent combination of education and experience. Professional certification (CPA, CMA, or equivalent) preferred.

Pay Transparency Act

Annual Full Pay Range: $108,100 - $204,900 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $51.77 - $98.13

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
