Job Announcement

This position manages the agency's Election Administration functions. Plans and implements all election administration functions to ensure compliance with federal and state election laws and procedures including security, contingency planning, technology, facilities, accessibility, equipment, training and staffing. Prepares and implements election resource allocation plans. Prepares contingency plans, coordinates Election Administration functions with other agencies that provide support and ensures that all required printer oaths are secured in a timely manner. Coordinates election related activities with other staff in the agency, the State Board of Elections, public safety, county agencies, schools and vendors. Directs and supervises professional election staff. Works under the direct supervision of the Deputy General Registrar/Deputy Director of Elections.

Note: The assigned functional areas of the position are public administration, business administration, election administration, and/or elections support.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license.
  • Must be a registered voter in the State of Virginia or become one within 30 days of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a credit check, and a driving record check to the satisfaction of the employer.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:
  • Five (5) years of experience within one of the assigned functional areas.
  • Five (5) or more years of experience working with voting equipment.
  • Five (5) or more years of experience in overseeing the preparation and conducting election training.
  • Three (3) or more years of experience implementing election resource allocation and contingency plans.
  • Three (3) or more years of experience formulating strategic planning and budget development for elections.
  • Three (3) or more years of experience managing and supervising three (3) or more employees.
  • One (1) or more years of experience with Airtable software.
  • Excellent organizational skills to formulate election timelines and project voter registration trends and turnout using data from prior elections.
  • Ability to monitor, analyze, and review changes in state and federal election laws and procedures.
  • Proficiency in all applications included in Microsoft 365.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, and requires walking, standing, sitting (for long periods of time), kneeling, reaching, and bending at times. Requires the ability to lift, move, push and pull equipment and supplies up to 30 lbs. Visual acuity is required to read data on a computer monitor and operate keyboard driven equipment and computer. Requires ability to work extensive overtime hours under demanding conditions during elections. Generally, works in an office environment but may occasionally be required to perform job duties outside of the typical office and require travelling. All duties performed with or without reasonable accommodations.
