Job Title: Business Systems Analyst, Associate

Job Overview: The Business Systems Analyst, Associate provides IT governance, enterprise lifecycle, and reporting support to ensure projects and systems comply with CDC Enterprise Performance Life Cycle (EPLC), Capital Planning and Investment Control (CPIC), and federal IT governance requirements. This role supports governance boards, project teams, and senior leadership by gathering requirements, developing EPLC artifacts, supporting CPIC submissions, tracking risks and performance, and ensuring compliance with CDC policies, federal standards, and best practices throughout the project lifecycle.

Key Responsibilities



  • Gather, analyze, and document business and technical requirements by collaborating with stakeholders, subject matter experts, and project teams.
  • Develop, maintain, and update required EPLC artifacts using CDC-approved templates, including project charters, business cases, project management plans, schedules, risks/issues logs, and supporting documentation.
  • Support Capital Planning and Investment Control (CPIC) submissions by preparing lifecycle documentation, cost information, schedules, and performance data in alignment with CDC and HHS requirements.
  • Conduct alternatives analyses, cost/benefit evaluations, and feasibility assessments to support IT governance decisions and project approvals.
  • Maintain and monitor risk and issue logs, identifying emerging risks, tracking mitigation strategies, and escalating issues to governance bodies as appropriate.
  • Support User Acceptance Testing (UAT) by coordinating test planning, gathering stakeholder input, documenting results, and tracking defects and resolutions
  • Develop and maintain Key Performance Indicators (KPIs), performance metrics, and Earned Value Management (EVM) data to measure project and system performance post go-live.
  • Prepare materials and support IT governance meetings, change control boards, and oversight reviews by drafting presentations, reports, and briefing materials.
  • Submit EPLC documentation, project schedules, and governance artifacts into the IT Tracking System (ITTS) and other required CDC reporting systems.
  • Ensure all projects and deliverables comply with CDC EPLC, Federal Enterprise Architecture (FEA), IT security, and Section 508 accessibility requirements.
  • Support ad hoc technical and administrative documentation efforts, including SOPs, governance documents, white papers, and operational reports.


Requirements



  • Bachelor's degree in Information Technology, Business Administration, Public Health Informatics, or a related field.
  • Certification Federal EPLC training (required); CPIC or project management training preferred
  • 6+ years of experience providing IT governance, business analysis, EPLC compliance, and reporting support in a federal or public-sector environment.
  • Demonstrated expertise with the CDC Enterprise Performance Life Cycle (EPLC) framework and use of CDC-approved EPLC templates.
  • Experience supporting IT governance and stage-gate reporting using the IT Tracking System (ITTS).
  • Knowledge of Capital Planning and Investment Control (CPIC) processes and familiarity with Clinger-Cohen Act reporting requirements.
  • Proficiency using Microsoft Excel and Word to develop lifecycle documentation, project schedules, metrics, and governance reports.
  • Experience with requirements traceability tools and methodologies to ensure alignment from business needs through implementation.
  • Hands-on experience supporting Earned Value Management (EVM) and project lifecycle performance reporting.
  • Strong analytical, documentation, and stakeholder communication skills, with the ability to present complex information clearly.


Compensation and Benefits

The projected compensation range for this position is $70,000 to $95,000 per year benchmarked in the Washington, D.C. metropolitan area. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
