Job Announcement

This position works as a skilled and solutions-oriented professional to lead the agency's Information Technology (IT), data analytics, and systems operations functions. This position plays a critical role in advancing FMD's operational effectiveness by leveraging technology, systems, data, and analytics to support maintenance and facility operations. The successful candidate will be a hands-on leader with experience managing IT infrastructure, systems integrity, reporting, and enterprise maintenance systems, with a strong focus on data quality and strategic planning. This position reports directly to the Director of the Facilities Management Department.

Key responsibilities:

  • Manages the agency's internal IT operations, including implementation of county security policies, asset control, access management, and user support.
  • Supervises the agency's internal information technology team that identifies, locates, acquires, and manages retention of information.
  • Provides advanced-level data analysis of maintenance systems (e.g., Nuvolo) to ensure the quality, accuracy, and timeliness of data related to preventive maintenance, corrective work, demand service, and non-building-related work orders.
  • Oversees day-to-day administration of business-critical systems, including Nuvolo, AutoCAD, Bluebeam, and other facilities-related platforms.
  • Coordinates with county Department of Information Technology (DIT), FMD Finance, Procurement, and other agencies to support system upgrades, new procurements, and licensing.
  • Develop dashboards and reports that enable executive decision-making and track performance trends over time.
  • Supports strategic initiatives, including department-wide planning efforts.
  • Leads efforts to align system functionality and data representations with the department's maintenance goals and capital renewal strategies.
  • Provides responsive, high-quality technical support to department staff, including workstation troubleshooting, software installations, and configuration of mobile/desktop systems.
  • Ensures compliance with cybersecurity best practices and manages system security across platforms and users.
  • Agency required provisioning responsibilities for new and current employees.

Note: The assigned functional areas of the position are strategic planning, data analysis, and/or information technology maintenance and security.

Required Knowledge Skills and Abilities

  • Ability to supervise and train staff;
  • Ability to lead assigned employees, including delegating and reviewing work assignments, providing coaching and guidance, monitoring and evaluating performance, and supporting training and development planning.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus four years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:

  • At least 3 years of professional experience in facilities management or maintenance operations environment, data analysis and project management.
  • Experience developing senior management-level dashboards and analytical summaries for public sector leadership.
  • Working knowledge of Fairfax County enterprise systems, procurement policies, and information technology infrastructure.
  • At least 2 years of experience managing active performance of facilities maintenance management software; experience with Nuvolo or ServiceNow is a plus.
  • At least 2 years of supervisory experience within the functional area of Information Technology.
  • Proven ability to establish collaborative relationships with technology experts such as senior enterprise architects, facility managers, executive managers, and other professionals.
  • Proven experience working with computerized building asset inventories including the scheduling and frequencies of asset maintenance.
  • Proficient in Microsoft 365.
  • Well organized with project management skills.

PHYSICAL REQUIREMENTS:
Able to lift 25 pounds. Able to operate computer, electronic equipment and measuring devices. Manual and visual dexterity, able to discern color, bend, stoop, crawl and access tight spaces. Standing for considerable periods of time. All duties performed with or without reasonable accommodations.
