Description

The Healthcare Association of New York State (HANYS) is seeking a Director, Research and Legislation to join our state governmental affairs team. Reporting to the Vice President, Governmental Affairs, this role is integral to advancing HANYS' state legislative and advocacy priorities.

This position is based in our Albany office and follows a hybrid work model. The director will be expected to work onsite on designated 'in-person' days - particularly during the New York state legislative session, member visits and advocacy days.

The expected salary for this position is between $104,000.00 and $110,000.00 annually. Payrate offered will be based on the successful candidate's relevant experience, knowledge, skills, and abilities and in consideration of internal equity.

Key responsibilities include but are not limited to:



  • Actively participate in the development, coordination and implementation of HANYS' state legislative and advocacy activities, and assist in strategy formulation, including:


  • Represent HANYS and advocate on behalf of HANYS members with both external and internal audiences, including at meetings with the executive branch, legislators, legislative staff, policy makers and external organizations, and at public hearings, meetings of advisory bodies, task forces and similar settings, as appropriate.
  • Monitor, analyze and provide subject matter expertise on key issues, including the state budget and legislation impacting HANYS members.
  • Participate in and/or lead state policy development on specified issues.
  • Lead tracking and review of legislation and committee agendas in collaboration with HANYS' policy and legal staff.
  • Coordinate targeted advocacy efforts with applicable policy divisions. Work closely with HANYS members and staff to implement grassroots advocacy initiatives, including constituency-based outreach and HANYS' Annual Healthcare Advocacy Day in Albany.
  • Establish and maintain effective collaboration and working relationships with external organizations and allied associations to accomplish objectives.
  • Communicate HANYS' state activities to members and respond to member inquiries through one-on-one written and oral communication, presentations and site visits to member institutions.


  • Draft written communications on state advocacy developments for dissemination to HANYS members, legislative staff and government agencies. This includes HANYS News, Member Updates, website postings, Board Book materials, policy papers and memoranda.
  • Respond to general state policy, advocacy and association-related inquiries from lawmakers and HANYS members.
  • Participate in efforts to integrate state and federal advocacy activities.
  • Actively participate in and/or lead appropriate internal staff meetings and strategy sessions.
  • Participate in HANYS membership contact program.
  • Supervise the legislative analyst position.



Qualifications:



  • Bachelor's degree required with at least five years of health policy experience and/or related public policy experience; master's degree is a plus; an equivalent combination of education and experience sufficient to satisfactorily perform the duties of the job may be substituted


  • Strong knowledge of the New York State Legislature, executive branch and state political landscape
  • Exceptional writing, analytical, communications and interpersonal skills
  • Familiarity with healthcare policy and financing issues affecting hospitals, health systems and continuing care providers
  • Ability to coordinate multiple projects, meet aggressive deadlines and work collaboratively with external constituents, members and staff; and
  • Flexibility to travel throughout New York state as needed.
