PRIMARY PURPOSE

Responsible for the leadership, management, and direction of the Technology vision for Parkland by implementing Information Technology (IT) trends designed to create business value.

MINIMUM SPECIFICATIONS

Education

  • Must have a Bachelor's degree in Computer Science, Information Systems, Business Administration, or a closely related field.
  • Prefer a graduate degree in Computer Science, Information Systems, Business Administration, or Healthcare Administration.

Experience

  • Must have ten years of progressively responsible management experience working in a technical IT environment with an emphasis on technology vision.
  • Must have a minimum of five years' experience working with healthcare organizations.
  • Prefer experience working within a complex, academic healthcare organization.

Equivalent Education and/or Experience

  • May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.

Skills or Special Abilities

  • Must be able to demonstrate extensive knowledge of the information technology infrastructure and application architecture including architecture design and deployment, systems lifecycle management and infrastructure planning and operations.
  • Must be able to manage multiple, large cross-functional teams or projects, and influence senior level management and key stakeholders.
  • Must have proven leadership and team development skills.
  • Must demonstrate a strong, proactive approach to management and a commitment to build / reward staff initiatives to improve products and services.
  • Must have a strong commitment to customer service.
  • Must have strong analytical and communication skills necessary in order to organize, plan and coordinate tactical, operational and strategic activities.
  • Must have proven skills in executive-level written and verbal communications.
  • Must have excellent listening and presentation skills and be able to translate complex information system data to a non-technical audience.
  • Must be able to make decisions with confidence with the ability to recognize and assess situations and communicate and remove barriers to effectuate solutions.
  • Must be focused on customer and client services and commitment to customer satisfaction.
  • Must be able to effectively negotiate with vendors and contractors.
  • Must be able to work with and build consensus among members of multiple disciplines and across organizational boundaries.
  • Must be able to work as a team player that motivates and educates other team members.

Responsibilities

  • In conjunction with senior leadership, serves as a counselor and catalyst for the Information Technology (IT) division and other business leaders in identifying new areas for technology improvement and innovation, resulting in improved patient care, improved operational efficiencies, and increased productivity.
  • Participates in technology vision and leadership for the planning and prioritization of technology projects. Serves as the organizational leader on highly significant matters related to technical platforms, capabilities and capacity planning.
  • Supports division and organization level goals and objectives through effective management of staff, budget, priorities and planning to ensure that the goals and objectives of the department and Parkland are successfully achieved Oversees the development of enterprise standards and technology architecture along with technology evaluation and transfer.
  • Develops and maintains excellent working relationships with strategic vendors.
  • Advises CIO on strategic decisions of technical nature for the enterprise and independently implements and manages those programs.
  • Counsels the organization based on the highest level of technical intricacy and has a thorough understanding of broad implications and how they affect the IT division and the Parkland organization as a whole.
  • Develops and maintains annual operating and capital budgets for areas of control consistent with programmatic plans and established financial guidelines. Responsible for monitoring activities and costs as related to the overall utilization of resources required to meet programmatic goals and objectives.
  • Serves as the back-up administrator for the Chief Information Officer as needed and assigned.

Job Accountabilities

  • Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  • Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  • Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  • Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
  • Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
