Description
The Asset Integrity Risk Administrator is primarily responsible for supporting the development, implementation, maintenance, and improvement of the Integrity Management Program through the collection, integration, and analysis of assessment and corrosion data and for planning and directing the development and maintenance of an integrated, real-time, and geographically referenced information management system (GIS) to increase understanding, reduce risks and reduce costs. DUTIES AND RESPONSIBILITIES: The following represents the majority of the duties performed by the position but is not meant to be all inclusive nor prevent other duties from being assigned when necessary. 1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems, and the reporting of workplace hazards and injury or illness arising from workplace activities; observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action. 2. Integrates available GIS and historic information to provide a comprehensive integrity picture of the line segments being assessed. 3. Reviews history of various pipeline segments to support the development of preventive risk analysis measures; and updates the risk model and associated processes. 4. Administers the collection and integration of corrosion and other assessment information, such as in-line inspection, and excavation and repair data. 5. Maintains High Consequence Area (HCA) data to accurately predict consequences of pipeline leak events. 6. Supports HSSE division in preparing Spill Response drills and Emergency Response Action Plan (ERAP) using results from spill modeling. 7. Performs statistical trending analysis to identify data trends and develops/ completes detailed statistical analysis related to Asset Integrity assessment data. 8. Complies information to develop a risk-based prioritized schedule for projects such as the remediation of erosion, exposures, spans and encroachments and maintenance of equipment and assets including the recommendations provided to Asset Integrity, Operations and Engineering personnel. 9. Maintains and updates the risk model according to the specifications included in the Engineering library. 10. Reviews governmental regulations and modifies or recommends the modification of processes and procedures to ensure regulatory compliance. 11. Represents the Company during regulatory audits as a key member of the Asset Integrity Department. 12. Leads Element 3, Risk Mitigation in Explorer Pipeline's PSMS program. 13. Participates in pipeline and facility Risk and Preventive and Mitigative Measure (PMM) reviews. 14. Serves on Company initiatives or projects as assigned. REQUIREMENTS: Education and Experience: * Bachelor's degree in engineering, computer science, or management information systems, minimum of three (3) years prior experience in asset integrity management role(s) such as program development, risk modeling, assessment coordination, or anomaly mitigation and three (3) years of prior experience in the development of geographic information systems and complex engineering databases in the pipeline industry is required. Knowledge, Skills and Abilities: * Ability to actively engage in safe behavior and understand and follow the principles and methods related to pipeline and workplace safety as established by the Company. * Knowledge of emergency and safety procedures, policies procedures, equipment operating parameters, and all applicable DOT, EPA, FERC, DHS and OSHA requirements. * Knowledge of the Integrity Management Program (IMP) Rule, Code of Federal Regulations, Title 49 Part 195, ASME B34.1, and API 1160 Managing System Integrity for liquid pipelines. * Knowledge with ILI (In Line Inspection) of hazardous liquid pipelines. * Knowledge of pipeline risk principles. * Knowledge and experience to develop or maintain leading and lagging performance indicators and utilize same to affect positive program change. * Knowledge of corrosion and cathodic protection. * Knowledge in the application of mathematic principles. * Knowledge and work experience in pipeline risk management and analysis. * Knowledge of principles and methods for planning, monitoring, tracking, and managing the people, time, budget, and quality of work on project(s). * Well-developed computer hardware and software skills are required to manage, record, and evaluate company information. * Well-developed verbal and written communication skills necessary to interact with all levels of employees and contractors across the organization. * Well-developed organizational skills to manage multiple projects. * Ability in using and/or conducting risk and data analysis. * Ability to interpret vendor reports, spreadsheets and integrity management raw data. * Ability to evaluate company procedures for integrity assessment and associated data collection and management and recommend changes to improve them. * Ability to scope out length and difficulty of tasks and projects; set objectives and goals; break down work into process steps; develop schedules and task/people assignments; anticipate and adjust for problems and roadblocks; measure performance against goals; evaluate results. * Ability to establish relationships and networks across a broad range of people and groups in order to ensure the successful completion of projects. * Ability to work independently with limited supervision in a team environment and provide accurate and timely information to appropriate databases. * Ability to effectively work and cooperate with supervisors, co-workers and vendors. * Ability to follow corporate policies and the directions of supervisors. * Ability to refrain from causing or contributing to the disruption of the workplace. Education
