The Bid & Proposal (B&P) Manager will lead the end-to-end development of winning responses for RFIs, RFQs, and RFPs within the aerospace and defense sector. This role is a "cross-functional integrator" between Business Development, Engineering, Contracts, Finance, and Operations, ensuring that every submission is technically sound, compliant with FAR/DFARS regulations, profitable, and commercially competitive. The Manager will oversee the proposal lifecycle, from opportunity assessment through to final submission, maintaining a high win rate in a fast-paced Electronics Manufacturing Services (EMS) environment. This is a key strategic role within the business to drive growth and is highly visible with the Executive Leadership Team.

Position Responsibilities:

* Solicitation Portal Management - Proactively monitor and manage government and prime contractor solicitation portals to ensure timely identification, tracking, and receipt of all relevant RFPs, RFQs, and RFIs.

* End-to-End B&P Management - Lead all phases of the B&P value stream, from receipt of solicitation, "bid/no-bid" determination, response development, submission, and post-award debriefs.

* Cross-Functional Coordination - Lead and coordinate cross-functional proposal teams, integrating inputs from Subject Matter Experts (SMEs) in Engineering (technical solutions), Finance (for Basis of Estimate and Pricing), Contracts (terms, conditions, and regulatory clauses), Quality (inspection, test, and compliance) and Operations (capacity, manufacturing, and supply chain).

* Requirements & Compliance Analysis - Perform comprehensive analysis of each solicitation to determine compliance with customer, contractual, and regulatory requirements including ITAR, EAR, FAR/DFAR, and CMMC. Develop compliance matrices and structured response outlines.

* Win Strategy Development - Facilitate win strategy reviews with Leadership to define win themes, competitive pricing strategies, and compelling value propositions that differentiate the company's electronics manufacturing capabilities.

* Content & Knowledge Management - Develop, maintain, and continuously improve a centralized content library of reusable technical narratives, program past performance, certifications, graphics, and standardized templates to improve quality and reduce cycle times.

* Process Optimization & Continuous Improvement - Drive continuous improvement initiatives to streamline the B&P process, enhance proposal quality, reduce cycle time, and increase win probability.

* Executive Reviews & Reporting - Lead internal opportunity reviews and Color Team reviews (Pink, Red, Gold, Green) to assess readiness, risk, compliance, and competitiveness, securing Executive Leadership approval before submission.

* Performs other duties as assigned to drive to the vision, fulfill the mission, and abide by the values of this organization

Skills & Abilities:

Demonstrates consistent follow-through, holding team members accountable to schedules and deadlines, ensuring timely, compliant, and high-quality proposal submissions.

* Persuasive Writing & Editing - Excellent persuasive writing, editing, and proofreading skills, with the ability to translate complex electronics design, manufacturing, testing, and integration data into clear, customer-focused narratives.

* Financial Acumen - Strong commercial understanding of pricing strategies, margins, and risk assessment for delivery of complex electronic hardware solutions. Experience with development of labor and material Basis of Estimates (BOEs) preferred.

* Compliance - High attention to detail, with the ability to shred a Standard Form 33 or other customer solicitations, ensuring all content is accurate, complete, and compliant with solicitation requirements, company policy, FAR/DFARS, and contract terms.

* Proposal Methodologies & Best Practices - Working knowledge of Shipley Proposal Management terminology, processes, and industry best practices for developing compliant, winning quotations and proposals. Shipley or CMPM certification preferred.

Qualifications:

* Bachelor's degree in Business, Engineering, or a related field.

* 5+ years of proposal management experience specifically within aerospace & defense or complex electronic manufacturing sector.

* Government Contracting Knowledge - Deep understanding of the Department of Defense acquisition processes (BAA, OTA, IDIQ, RFQ/RFP) and portals (SAM.gov, Exostar, DLA DIBBS)

* Regulatory Knowledge - Deep understanding of federal acquisition regulations (FAR/DFARS)

* Office Tools - Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, CRM tools, and familiarity with proposal management software

* Professional Certifications - Professional certifications in Shipley Proposal Management, Association for Proposal Management Professional (APMP), Certified Associate in Project Management (CAPM), or Project Management Professional (PMP) preferred.

* Security Clearance - Ability to obtain and maintain a U.S. Security Clearance

Work Environment:

* Office Environment: Requires physical capability to work in an office environment including sit/stand up to 9 hours a day and use basic office tools such as a computer, copier/printer, etc. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

* Hours: 1st Shift; with additional hours as needed to meet demand. Occasional off-shift hours may also be required to provide support to operations.
