The HSE Specialist leads the emergency preparedness and response, security and loss prevention efforts for the Morris Complex. This individual serves as the internal subject matter expert and consultant to site management regarding processes, plans, equipment and trained personnel needed to achieve high levels of emergency readiness and asset protection.


The HSE Specialist manages regulatory compliance, operational excellence and strategic initiatives, and promotes continuous improvement in pursuit of industry leading ERT / security / loss prevention competence, performance and preparedness at the Morris Complex.

A Day in the Life

* Own, support and provide direction to the site's ERT, security and loss prevention programs.
* This position will be responsible for the continuous improvement of the site's emergency preparedness, to include all facets of the emergency response organization, mutual aid coordination, incident command system, effective drills, training and communication.
* Technical oversight for the Site's fixed fire protection and emergency alarm systems.
* Manages all mobile emergency response equipment and apparatus.
* Demonstrating sound business acumen in evaluating and purchasing safety and emergency response equipment within budgetary guidelines & company policy.
* Develop and maintain a good understanding of the units and processes to which the regulations and requirements must be applied.
* Performing job-related duties to include protecting company assets and responding to security and other related plant emergencies which may include fires, spills, gas release, rescue, and medical emergencies.
* Supports the development of drill scenarios and participates in drill/exercise activities within the facility to ensure support and resources are adequate and well utilized.
* Provide direct coordination to the facility in preparation for inclement weather plans, facility response plans, rescue pre-plans as necessary to ensure adequate resources and plans for coverage to protect company assets.
* Participate in HSSE sponsored reviews and assessments as necessary to ensure all emergency preparedness activities in the facility are in compliance with corporate and site programs. May be assigned other Safety & Health duties as needed.
* Oversight of the 3rd party security contractor and enforcement of security processes and procedures to include facility entry requirements.
* Security and emergency response personnel performance during routine and emergency operations.
* Act as a liaison with 3rd party contractors and service providers to ensure compliance with health and safety practices/procedures.
* Lead or participate in informal and formal incident investigations.
* Performing duties as per Facility Security Plan (FSP).
* Advanced use of computers to prepare and complete reports, perform data entry, and operate access control and security systems.
* Ensure site compliance with internal emergency response and loss prevention standards (OES-008, OES-013, relevant LYB Engineering Standards) and related federal, state & local regulations.

You Bring This Value

* High School Diploma or equivalent.
* Minimum of 8 years relevant experience in chemical / petro-chemical / refining manufacturing environment with specific experience in operations, maintenance and/or turnaround execution.
* Working knowledge of safety and health regulatory compliance programs associated with the chemical manufacturing industry.
* Experience in emergency response including having served in an incident command or emergency operations center role or have advanced emergency planning experience.
* Working knowledge of the National Incident Management System and other relevant federal safety and health regulations including HAZWOPER.


Preferred Qualifications:


* Associate's Degree (or higher) in Occupational Safety & Health, Industrial Hygiene or related discipline.
* Excellent communication, presentation, systemic thinking and interpersonal skills to help the HSE department, operations, and other functional groups implement those process changes or procedures necessary to comply with the regulations and requirements.
* Strong and meticulous organizational skills with documenting and recordkeeping.
* Be able to foresee problems, identify proactive measures that can be taken and have the capability to plan the work and execute the work.
* Able to communicate across multiple levels within the site and in different group settings.
* Ability to work on multiple projects simultaneously with potentially competing priorities.
* Ability to represent company with regulatory agencies.
