Job Summary

We are seeking for a Research and Program Operations Analyst to oversee all financial, human resources, contracting/purchasing, and associated operational activities for the San Francisco VA Center for Healthcare Improvement and Medical Effectiveness (https://CHIME.ucsf.edu). CHIME is a collaboration hub where VA investigators, UCSF faculty, and postdoctoral fellows use data science, health systems research, and implementation science to improve health. Investigators and trainees leverage data from electronic medical records and claims data to transform healthcare. The Center brings together multiple clinical research investigators who are conducting health services research and epidemiological studies to improve the quality, accessibility, usability, and actionability of healthcare data. Projects are funded through the University of California, San Francisco, the Northern California Institute for Research and Education (NCIRE), and the San Francisco VA Health Care System (SFVAHCS). CHIME's largest source of funding comes from the VA's Quality Enhancement Research Initiative, which leverages scientifically supported quality improvement methods to rapidly implement evidence-based practices into routine care and improve the quality and safety of healthcare delivery. QUERI funds 14 national program centers, including the Measurement Science QUERI, located at the San Francisco VA, which aims to integrate measurement science into healthcare through clinical research and quality improvement projects.

The incumbent will have a broad spectrum of analytical and management responsibilities that require knowledge and experience in pre- and post-award grant support and project management. They will be responsible for billing and recharge activities related to UCSF's "VA Data Core" consultation service (https://consult.ucsf.edu/vadata), which facilitates access to national VA data for clinical research and quality improvement projects conducted by UCSF's VA-affiliated investigators. They will also provide direct infrastructure support to approximately 6 UCSF faculty members who conduct research and quality improvement projects in the VA healthcare system. Infrastructure support will include financial management (billing for services, contract preparation and execution, grant budget reconciliation, and financial projections across multiple project funded by grants from 4 unique sources with different regulatory requirements), participate in hiring, purchasing, grant preparation (budgeting, approvals, biosketches, ASSIST submission), post-award administration, IRB compliance, progress reports, website maintenance, and project management for investigators who have different funding sources and needs.

The incumbent will have a broad range of scientific research experience across multiple disciplines of medical research conducted by CHIME investigators. They will be responsible for drafting manuscripts, oral presentations, and grant submissions, maintaining and updating study protocols, and coordinating communications for the program, which involves understanding the complex scientific nature of the work.

The incumbent will manage the administrative activities of numerous research and healthcare quality improvement projects and oversee an operational budget of $2-$3 million per year. The incumbent will also serve as a resource for approximately 10 staff members and health professional trainees.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $93,600 - $140,400 (Annual Rate).

The Institute for Health Policy Studies (IHPS) is an organized research unit within the School of Medicine. The primary purposes of the Institute are to advance knowledge of health services and health policies through basic and applied research; to contribute to the solution of health and social problems through the application of research findings to health policy issues at the international, national, state, and local levels; and to provide education and training opportunities for students and practitioners in the health professions, students and faculty in disciplines relevant to health policy, recent graduates seeking careers in health policy, as well as policymakers and program managers.

Required Qualifications


  • Advanced degree in related area and / or equivalent experience / training required
  • Academic background and experience in selected area of research preferred.
  • Minimum of 3 years of related experience
  • Grants and Contracts
  • Thorough knowledge of administrative, budgetary, human resources and financial principles and practices.
  • Strong oral and written communication skills.
  • Strong ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Strong interpersonal skills and ability to work with diverse groups to achieve results.
  • Strong ability to work collaboratively with internal and external peers and managers.
  • Solid Fundraising experience across multiple funding sponsors (e.g., NIH, DOD, internal)
  • Experience using Microsoft Excel, including Pivot tables, formulas, and charts
  • Program Management
  • Strong Project Management skills

Preferred Qualifications


  • Experience using SQL Server Management Studio
  • Familiarity with relational databases
