Job Summary

The Director, Government Affairs (NYC) is responsible for leading Optimum's political, legislative, regulatory, and community engagement strategy within New York City, while supporting the company's broader New York State government affairs portfolio. Working in close coordination with the New York Government Affairs team, the Director develops and executes strategic advocacy, builds and maintains relationships with key City officials, and advances initiatives that support Optimum's business, regulatory, and community objectives across the City.


The Director will also collaborate with colleagues on issues that intersect City and State policymaking, ensuring alignment across legislative, regulatory, and community affairs efforts.

Responsibilities

Government Affairs & City Stakeholder Engagement
* Build and lead strategic relationships with New York City elected officials, agencies, and community leaders, serving as the company's primary liaison in NYC.
* Represent the company at City Council hearings, agency meetings, political events, and community forums to promote Optimum's priorities and maintain strong visibility.
* Partner with the statewide GA team to ensure NYC-related insights, political dynamics, and policy shifts inform broader strategies.


City Legislative & Regulatory Strategy
* Direct Optimum's legislative, regulatory, and compliance advocacy before City Council, NYC administration, and relevant municipal agencies.
* Monitor and evaluate emerging City policies that could impact the company's operations, customers, or regulatory obligations; develop proactive response strategies.
* Support the statewide team on cross-jurisdictional issues where NYC policy decisions affect or align with New York State initiatives.


Business Development Support
* Support initiatives in NYC, including coordination with NYC agencies including OTI, DOT, DDC, HPD, NYCHA, and other relevant entities.
* Assist with government strategy tied to key business opportunities including public-private partnerships, and digital equity programs.
* Provide political assessments for business operations within NYC and collaborate with network, construction, and product teams to align on government related requirements.


Franchise Management
* Lead and support New York City franchise negotiations and compliance, ensuring alignment with City priorities and Optimum's long-term business goals.
* Serve as the GA lead for NYC franchise issues, coordinating closely with relevant business teams.


Community Affairs & Public Engagement
* Implement community affairs initiatives that strengthen Optimum's presence in NYC and strengthen relationships with public officials and community leaders


Operational Responsibilities
* Serve as the primary point of contact for NYC officials, while supporting engagement with state elected officials as needed.
* Monitor NYC legislative, regulatory, and political activity and provide strategic recommendations.
* Manage external consultants and lobbyists focused on NYC priorities; coordinate with statewide consultants as appropriate.
* Execute public affairs activities, including events and public official engagement aligned with business and political objectives.

Qualifications

* 10+ years experience in government, government affairs/relations, public policy, or advocacy roles.
* Bachelor's degree required; graduate degree preferred.
* Strong relationship building skills with demonstrated ability to engage City and State policymakers.
* Excellent written, verbal, and presentation skills.
* Demonstrated experience developing and executing strategic advocacy campaigns at the City or State level.
* Ability to work collaboratively across an internal matrixed organization and with external partners.
* Strong negotiation skills and creativity in problem solving.
* Ability to analyze and translate legislative and regulatory proposals into business impacts.
* Knowledge of NYC legislative, regulatory, and municipal processes.
* Ability to plan and execute public affairs and community engagement activities, including events involving public officials

Pay is competitive and based on a number of job-related factors, including skills and experience. The starting pay rate/range at time of hire for this position in New York is $155, 509.00- $222,156.00/ year. For other locations, please inquire with your recruiter. The rates/ranges provided herein are the anticipated pay at the time of hire, and do not reflect future job opportunity.
