MTSI is seeking a Senior Flight Manuals and Technical Orders (TO) Manager to support an AFLCMC System Program Office (SPO).The manager will be responsible for initial development and maintenance of multiple platform systems and subsystems flight manuals and TO programs.The manager will be responsible for reviewing initial flight manuals development by vendors, integrating information from platform operators, maintainers, testers, engineers and logisticians, and publishing to the operational community as week as managing the certification and validation process to ensure safe operations and maintenance of the weapon system(s).The manager will ensure that timely updates as well as issue Time Compliance Technical Order directives are issued to field units for immediate implementation.The manager will ensure TO reviews are accomplished with the appropriate organizations.The manager will be responsible for any updates required for weapon system modification and modernization.The manager must have significant experience with the USAF Technical Order Systems (TO 00-5-1, AFPD 21-3 and AFI 21-303) and be able to communicate effectively to enable successful execution of the SPO's mission.The individual will work within highly classified workspaces (Top Secret (TS) Special Access Program (SAP) and Sensitive Compartmentalized Information (SCI) environments) on a daily basis and must have experience working with SAP and other highly classified documents.

Provide Technical Orders (TO) and Flight Manuals program management for highly technical platform system and subsystem that will enable initial and continued operations by field operators and maintainers; ensuring US dominance in highly contested theaters of operation.

Responsibilities:
Your essential job functions will include but may not be limited to:
*Manage and oversee the lifecycle of Technical Orders (TOs).
*Identify TO requirements based on system performance, user needs, and program specifications.
*Document and track TO requirements throughout the program lifecycle to ensure compliance and traceability.
*Manage revisions to TOs, including updates due to design changes, engineering modifications, or field inputs.
*Support Configuration Management and Change Control Board (CCB) efforts to ensure all TO changes are approved and properly implemented
*Maintain robust tracking databases for TO inventory, updates, and distribution schedules.
*Provide periodic reports to program stakeholders on TO progress, risks, and mitigation strategies.
Qualifications Required:
*Master's degree and 6+ years' program management experience, or bachelor's degree and 8+ years' program management experience, or associate's degree +10 years' program management experience, or high school diploma (or General Educational Development (GED)) +13 years' program management experience.
Even better if you have these desired skills:
*Work experience in a TS/SCI/SAP environment
Clearance Requirements:
Must possess an active DoD Top Secret (TS) security clearance (with SCI and SAP eligibility)
