Description

The Homeland Sector is seeking a Lead, Subcontracts Management to support the programs, proposals, and business objectives of the Air Traffic Management Business Area. This role will lead full life cycle ("cradle-to-grave") subcontract management activities supporting both U.S. Government and Commercial programs which complies with contract requirements, company policies and procedures, and applicable laws and acquisition regulations.

The successful candidate will provide leadership in Supply Chain as they interface with Leidos management, senior management of suppliers, and to more junior Supply Chain personnel. The candidate will be the primary interface between subcontractors and the program for the contractual management of agreements of various types typically of a high dollar value, risk, creativity and complexity, and will interact with other functional areas (e.g., contracts, project control, finance, growth, etc.) to complete the necessary activities for the portfolio they're assigned. They will be expected to align subcontract outcomes to those of the program and business area, to effectively communicate, manage their time, prioritize actions, meet deadlines with minimal supervision, and remain detail-oriented while working both independently and as part of a team. The position requires a thorough knowledge of federal subcontracting, and experience in providing creative solutions to business and program requirements.

Primary Responsibilities

  • Has the ability to identify relatively complex problems and risks related to terms and conditions and make recommendations for appropriate mitigation steps.
  • Will communicate with parties external to the organization (e.g., subcontractors, vendors, etc.) and internal team members from other functions supporting the same division(s) or program(s).
  • May assist management by coaching more junior staff on policies, procedures, and best practices.
  • Demonstrates business acumen, and has a general understanding of the impacts of contract and proposal activities on other functions within the organization.
  • Demonstrates the value of the function with interactions with internal customers and external suppliers, operating with a customer service-oriented perspective that continually seeks to improve business results consistent with organizational core values, such as:
    • Demonstrating negotiation skills used to maximize Leidos' return and minimize our risk; and
    • Establishing strong, positive relationships with suppliers that can be leveraged to assist in problem resolution.

Basic Qualifications

  • Requires a Bachelor's Degree and 8-12 years of prior relevant experience or Master's Degree with 6-10 years of prior relevant experience.
  • Must be US Citizen.
  • Experience awarding and managing subcontracts in a government approved purchasing system including an advanced knowledge of the requirements of the FAR and DFARS.
  • Successful track record of using negotiating skills to maximize organizational return, minimize risk, improve price, and terms and conditions position
  • Successful track record of managing a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers.
  • Experience independently leading the subcontracts portion of proposal efforts.
  • Must have the organizational skills to manage concurrent projects and possess the business acumen to appropriately prioritize actions and deal effectively with subcontract management issues of varying degrees of complexity through resolution.
  • Must be able to clearly articulate statuses and issues to management, internal partners, and suppliers

Preferred Qualifications

  • Experience awarding and managing subcontracts governed by the requirements of the Acquisition Management System (AMS).
  • Undergraduate degree preference: Supply Chain Management or Business Administration.
  • Experience building strong supplier relationships that can be leveraged to assist in future issue resolution

Working experience with automated purchasing system (preferably Deltek Costpoint and iValua)
