The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking dynamic, progressive candidates with a focus on delivering premier customer service with innovative ideas and solutions for the position of Management Specialist II for the Office of Field Operations.

Management Specialist II will report directly to the District Managers for Field Operations. This position would assist the District Managers in supporting the daily operation of branch offices; as well as assisting Field Operations senior leadership with any operational issues.

This role would support the compliance of all MVA daily transactions audits and overrides, open POS sessions, pause cashier sessions, budgetary issues, monthly ICD audit reviews, perpetual and physical inventory issues, Maximo inventory reconciliation, Standard Operating Procedures (SOP) preparation, and birth/death certificate insurance to ensure MVA Field Operations remain in compliance. Informing District Managers of any deviation from MVA standards that could cause branches to be out of compliance. Support Field Operations on projects and work with other business units that will affect the branches and their processes and procedures and alerting management of any system related deficiencies that will impact branch operations or customer experience as well as ensure alignment with MVA's standards.

Some of the essential duties of the Management Specialist II include, but are not limited to the following:

  • Assisting District Managers by analyzing daily business operations and identifying areas of cost reduction and process improvement
  • Evaluating daily business operations to identify inefficiencies and develop and implement policies and procedures that enhance operational efficiency and overall effectiveness
  • Facilitating cross-departmental communication and collaboration to ensure consistent alignment with organizational objectives and strategic goals
  • Contributing to the development and implementation of training programs aimed at enhancing staff knowledge and operational competencies
  • Providing support across all phases of project management, including planning, execution, monitoring, and closure to ensure successful achievement of project objectives
  • Assisting in overseeing branch contracts with vendors and service providers to ensure compliance with agreed upon terms and performance standards
  • Supporting executives and senior leadership by delivering high-level administrative assistance, ensuring efficient coordination of tasks and priorities
  • Other duties assigned

The current vacancy exists at MDOT MVA in the Office of Field Operations, which is located in Glen Burnie, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university.

Experience: Two (2) years of experience involving professional analytical work in Industrial Engineering, Business Administration, Public Administration, Operations Research or Management Systems Analysis. * Two (2) years of experience conducting operational audits and compliance reviews within a multi-site or regulatory environment.

*SELECTIVE QUALIFICATION recruitment are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities). No substitutions are allowed for a Selective Qualification.


Notes:

1. Candidates may substitute graduate education in Industrial Engineering, Business Administration, Public Administration, Operations Research or Management Systems Analysis from an accredited college or university at the rate of thirty semester credit hours for one year of the required two years of experience.

2. Professional analytical work in Business Administration must have been in the following areas: business financial management, managerial accounting, statistics, marketing research economics, or business policy formulation and administration.

3. Professional analytical work in Public Administration must have been in the following areas: behavioral sciences, organization development, governmental budgeting, procurement and contracting, public financial management and budgeting, information technology systems development, government policy formulation and administration, or program analysis.

4. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.

Employees in this classification may be assigned duties which may require the operation of a motor vehicle.
