Business Analyst

BTS is seeking a Business Analyst to support defining enterprise-level policy, governance frameworks, best practices, and strategic requirements for the storage, hosting, and implementation of secure cloud-based solutions across U.S. Government environments.

Job Description:

The ideal candidate will lead the solicitation, analysis, and documentation of cross-organizational requirements that align commercial cloud capabilities (e.g., AWS GovCloud, Azure Government, Google Cloud) with DHS and Department of Defense (DoD) standards, including FedRAMP and Risk Management Framework (RMF) compliance. This role focuses on capturing requirements and shaping overarching cloud strategy, reference architectures, security guardrails, data governance models, and operating procedures to enable scalable, compliant, and mission-aligned cloud adoption. The Business Analyst will collaborate with executive leadership, cybersecurity, enterprise architecture, DevSecOps, and mission stakeholders to translate regulatory mandates and operational objectives into actionable policy, guidance, and implementation roadmaps. Candidates should bring strong strategic thinking, policy development experience, and a proven ability to drive enterprise cloud governance initiatives within highly regulated federal environments.

Location: 90% Remote with some travel to San Diego, CA, Key West, FL and WV

Representative Tasks:

• Lead enterprise-wide requirements elicitation sessions with mission owners, cybersecurity, enterprise architecture, and infrastructure teams to define cloud governance, policy, and strategic objectives.
• Develop and maintain cloud governance frameworks, including policy artifacts, standards, guardrails, and reference architectures aligned to DHS and DoD (e.g., RMF, FedRAMP, IL2-IL6) requirements.
• Working directly with Cloud Solutions Architects, DevOps Engineers, and Cloud Governance staff, translate federal regulatory mandates and security controls into actionable cloud implementation guidance for commercial cloud providers (AWS GovCloud, Azure Government, Google Cloud).
• Define and document enterprise cloud operating models, including roles and responsibilities, RACI matrices, and CCoE service catalogs.
• Capture requirements for cloud onboarding, account provisioning, boundary definition, data classification, and continuous monitoring.
• Create and maintain requirements traceability matrices to ensure policy, security, and operational requirements are accurately captured and implemented.
• Conduct gap analyses between current-state environments and target cloud architectures, identifying risks, compliance impacts, and remediation strategies.
• Facilitate cross-agency working groups to drive consensus on best practices for cost management (FinOps), DevSecOps integration, identity and access management, and data governance.
• Produce executive-level briefings, decision papers, and strategy documents to support leadership governance boards and investment reviews.
• Monitor evolving DHS, DoD, and federal cloud guidance and recommend updates to CCoE policies and standards accordingly.

Education Requirements:

• Are a highly motivated self-starter with a Bachelor 's degree in Finance, Business Administration, or a related field
• Have 7+ years of relevant experience in the areas of project management, preferably in a DoD contracting environment or equivalent experience
• Are an advanced user of Microsoft Office Suite application
• Demonstrate ability to work independently with strong interpersonal, problem-resolution skills, and analytical skills
• Are fluent with various financial reporting software applications and have the desire to learn new and emerging applications
• Are able to prioritize/manage multiple assignments and remain responsive in a dynamic environment
• Possess strong written/oral communication skills, with the ability to effectively interact with staff, Government sponsors, and all levels of management

Pay Range: $140,000 to $160,000 full Salary range lowest to highest across locations
