Job Overview:

This classification is responsible for professional Children's Services program development and administrative work of unusual difficulty and supervisory work of average difficulty. An employee in this class provides central office program direction and technical consultation to field staff for a large statewide program. This class may supervise employees in the DCS Program Director 1 classification.

Key Responsibilities:

  • Compiling information and identifying the underlying principles, reasons or facts of information by breaking down information or data into separate parts in order to compile and analyze data.
  • Developing long term strategies and goals for the department by utilizing strategic planning to support federal and state requirements.
  • Evaluating strategies and goals in terms of their impact on the divisions within the department through regular interval monitoring and monitoring of legal revisions to ensure compliance and best practice standards are met.
  • Determining necessary corrective actions based on present outcomes and expedited future departmental goals to ensure compliance with mandated standards.
  • Supervising the study of organization, operations and services for a program area based on cultural trends, gaps in policy, annual reports and development issues included in annual reports to determine relevant issues.
  • Maintaining an open dialogue with internal and external business partners by providing regular updates to upper management and other business partners on the status of projects and other assigned work to ensure effective and efficient communication.

Minimum Qualifications:

Graduation from an accredited college of university with a bachelor's degree and experience equivalent to five years of professional work in one or a combination of the following: counseling or case management services, program evaluation, education, auditing, accounting, business/process improvement and/or social services grant coordination. At least four years of this experience must have been in children or juvenile services program evaluation, case review work, or process improvement (such as LEAN or Six Sigma certification) in any field listed above.
