Rutgers, The State University of New Jersey is seeking a Learning & Development Manager for the National Transit Institute.
Among the key duties of this position are the following:
- Oversees instructional staff providing ongoing coaching, performance feedback, and professional development.
- Develops and oversees project timelines, coordinate resources, and ensure deliverables meet quality and compliance standards.
- Evaluates course effectiveness using established metrics, LMS data, participant feedback, and performance outcomes.
- Supports the selection, implementation, and ongoing coordination of a Learning Management System (LMS) as NTI expands its digital learning infrastructure.
- Balances program execution with strong supervisory leadership to ensure instructional excellence and continuous improvement.

Qualifications
| Minimum Education and Experience |
- Bachelor's degree in Instructional Design, Human Resource Development, Human Resource Management, Organizational Development, Adult Education, Business Administration, or a related field, or an equivalent combination of education/training and relevant advanced professional experience.
- At least five (5) years of professional experience within or in partnership with the public transit industry, including demonstrated experience in training, education, or instructional environments.

- Minimum of 5-7 years of progressive experience in learning and development, instructional design, training program management, or workforce development.
- At least 2-3 years of supervisory experience managing instructors or professional staff.
- Demonstrated experience managing course development projects from concept through implementation.
- Experience working with or supporting learning management systems or other learning technologies preferred.
- Experience supporting eLearning, virtual, and in-person training initiatives.

- Master's degree in Instructional Design, Education, Organizational Development, Human Resources Development, Public Administration, Business Administration, or a related field.
- Certified Professional in Talent Development (CPTD) or Associate Professional in Talent Development (APTD).
- Project Management Professional (PMP) or comparable project management certification.
- Instructional design certification or formal training in recognized instructional design models (e.g., ADDIE, SAM).
- Certification in virtual facilitation or online teaching methodologies.
- Experience working with or supporting initiatives involving the Federal Transit Administration (FTA), including familiarity with FTA-funded programs, reporting requirements, or stakeholder coordination.
- Experience supporting or implementing federally funded training or workforce development programs.
- Experience leading cross-functional or multi-agency training initiatives.
- Experience participating in the selection, implementation, or support of a Learning Management System (LMS).
- Experience managing vendor relationships related to training or educational services.
- Knowledge of public transit workforce development challenges and industry trends.
- Knowledge of federal grant compliance, cooperative agreements, or reporting requirements.
- Knowledge of learning analytics and data-driven program evaluation practices.
- Knowledge of digital learning platforms and emerging learning technologies.
