Job Description: The California State Controller's Office (SCO) is currently implementing a large and complex SaaS solution to support the California State Payroll System (CSPS) project. CSPS is a massive project, and the implementation includes both Personnel and Payroll functionality to support the needs of some 300,000 employees across 160 agencies and 21 bargaining units. With an estimated project budget exceeding $1 billion and staffing approaching 300 IT professionals, this highly complex effort is expected to continue for the next several years. Responsibilities
The CSPS PMO is currently staffed by five senior project managers (Crowe) who each work directly with a State and solution integrator counterpart. Contract Required Qualifications for the Senior Project Manager Role (must meet requirement #6 below and any other two for a total of three) 1. Minimum of three (3) years of demonstrated experience, within the past twenty (20), in understanding and following the Software Development Lifecycle (SDLC) for a Software as a Service (SaaS) solution with at least 2,000 users and a project value of at least $2,000,000. 2. Minimum of five (5) years of demonstrated experience, within the past twenty (20), in adhering to, and applying, project management principles for an IT project, in all the following knowledge areas: a) Schedule Management b) Risk/Issue Management c) Scope/Change Management d) Communications Management and e) Governance Management. 3. Minimum of five (5) years of demonstrated experience, within the past twenty (20), authoring complex reports and technical documents, and documenting lessons learned for an IT project. 4. Minimum of five (5) years of demonstrated experience, within the past twenty (20), monitoring the project performance of an IT Project throughout the project lifecycle to include updating and maintaining project plans, such as: schedule, quality, risks, scope, governance, requirement, contract management, project management, and implementing corrective actions as needed. 5. Minimum of five (5) years of demonstrated experience, within the past twenty (20), in utilizing Microsoft Project to create schedules, project plans, manage resources and keep track of time on an IT project. 6. Must possess one (1) of the following current and valid certifications: Project Management Professional (PMP) certification from the project Management Institute (PMI), or a Certified Associate in Project Management (CAPM) certification, or a certified Six Sigma Black Belt (CSSBB) offered by the American Society for Quality. Certification must be provided. No alternative certifications will be considered Additional Qualifications The Senior PM role requires proven project management skills in a highly complex and large-scale IT implementation. The successful candidate will need to work well in a dynamic environment, providing exceptional client service with outstanding professionalism. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Crowe, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case.
