***In order to be considered for this position candidate must be serving permanently in the title of Telecommunications Associate (Data) or must have taken, passed, and be reachable on the Open Competitive civil service list for Telecommunications Associate Data, Exam # 3061.***

The Division of Traffic Operations seeks to appoint a Telecommunications Associate (Data), Level 3. Under general supervision, and with latitude for the exercise of independent judgment and initiative, the incumbent will:
- Direct the activities of a functionally defined data-telecommunications unit.
- Perform highly complex and technically advanced data-telecommunications operations.
- Serve as a subject-matter expert in the planning, evaluation, selection, and operation of sophisticated data-telecommunications services.
- Function as a project leader for assigned project teams or task forces.
The position encompasses the full spectrum of professional responsibilities related to data-telecommunications planning, analysis, research, operations, and administration. Additional duties include:
- Overseeing comprehensive acceptance testing and preventive maintenance of systems and services.
- Supervising subordinate personnel and managing daily operations to ensure the accurate and timely transmission of data from field locations for database updates.
- Preparing and presenting detailed reports on unit plans, activities, performance metrics, and adherence to budgetary requirements.
- Managing the execution and oversight of large-scale contracts.
In the temporary absence of the supervisor, the Telecommunications Associate (Data), Level 3, may assume the duties and responsibilities of that position.

TELECOMMUNICATIONS ASSOCIATE ( - 20246

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in data telecommunications/ networking or in a pertinent scientific, technical, electronic or related area and one year of satisfactory full-time experience in the performance of analytical, planning, operational, technical, and/or administrative duties in a data telecommunications or closely-related electronics planning, electronics management, and/or electronics service environment; or

2. An associate degree from an accredited college including or supplemented by 12 semester credits in data telecommunications/ networking or in a pertinent scientific, technical, electronic or related area and two years of experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent and three years of experience as described in "1" above; or

4. A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. A college education may be substituted for experience on the basis of six months of experience as described in "1" above for each 30 semester credits of undergraduate college education including or supplemented by 6 semester credits in data telecommunications/networking or in a pertinent scientific, technical, electronic or related area for a maximum of two years. However, all candidates must have at least a four-year high school diploma or its educational equivalent and at least one year of the experience as described in "1" above.

Special Note - Additional Requirements for Assignment Level IV

To be eligible for placement in Assignment Level IV individuals must have, after meeting the minimum requirements, at least two additional years of full-time experience as follows: 1) As a Telecommunications Associate (Data)-Assignment Levels I, II, and III working for the City of New York; or
2) Performing analytical, planning, operational, technical, and/or administrative duties in a data telecommunications, electronics planning, electronics management, and/or electronics service environment, one year of which must have been specialized work in a consultative or supervisory capacity.

Preferred Skills

-Preference will be given to candidates who are on selective certifications for one or more of the following: Network Associate, Cisco Call Management/Contact Center Administration, Data Center Technical Support, FCC Licensing Administration, Incident Management, Intelligent Transportation Systems, LAN/WAN Network Engineering, Network Design, Telecommunications Mobile Device Management, Telephony Integration Systems Administration, and Wireless Data Network Operations.
- 2 years min experience in Cisco VOIP system installation and maintenance. Large-scale office environment.
-2 years of experience working with Network IP cameras and switches.
-2 years of experience working with RTPI and Wayfinding legacy equipment.
-Familiar with E-Z tag reader installations and maintenance for use on roadways.
-Ability to troubleshoot Copper and Pots lines.
-2 years of experience lacing in large capacity rack systems.
-Ability to wire and test Cat6 cables.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
