This position has a starting salary of $6,285 monthly / $75,420 annually.

Qualifications

QUALIFICATIONS: (Education must be from an accredited institution.)
Education and Experience: High school diploma and 5 years of demonstrated competency in related field

NECESSARY SPECIAL QUALIFICATIONS:
Some positions within this classification may require candidates to possess and maintain a Class D driver's license valid to operate vehicles in the State of Tennessee.

Some positions within this classification may require candidates possess and maintain, or obtain at their own expense and within 11 months of hire or promotion to this classification, a Class A Commercial Driver's License with an N endorsement without a Code O restriction (Code 52 restriction is allowable) that is valid in the State of Tennessee.

Overview

The Bridge Inspection Foreman will provide direct supervision of the Bridge Inspection Team in the field during bridge inspection and develop, lead, mentor, and train team members through empowerment, communication, and delegated authority. This position will assist in developing Work Plans that align with the Regional Operations and Bridge Inspection Team's strategic vision and will effectively perform bridge inspections in collaboration with regional partners.

This position will implement Department policies, discipline-specific technical guidance, procedures, and manuals to lead and assist the Bridge Inspection Team in producing deliverables and implementing the Quality Assurance Program as part of the Department's Work Program. The Bridge Inspection Foreman will supervise technical staff and lead teams in the field to perform bridge inspections. The Bridge Inspection Foreman will follow national best practices when performing inspections to improve the safety of infrastructure and enhance team awareness as it pertains to inspections.

Responsibilities

Establish and ensure there is a direct relationship between quality and work outcomes by implementing maintenance standards. Coordinate with the Bridge Inspection Team Lead in assisting with quality control tasks as per the TDOT Quality Assurance Process.

Manage change, clarifying the vision, taking ownership of the change, communicating effectively, remaining transparent, and holding yourself and others accountable throughout the process. Lead staff to perform activities according to departmental, state, and federal laws, rules, regulations, guidelines, processes, and procedures.

Lead the regions in providing exceptional customer service to both internal and external customers, exercising effective listening skills, providing prompt responses, maintaining complete and accurate documentation, and communicating effectively.

Assist in developing performance factors that ensure bridge inspection staff provide deliverables that are consistent, predictable, and repeatable, providing uniformly high levels of achievement, mitigation of risk, and an established track record of success.

Support the Transportation Worker Proficiency Program by assisting and monitoring the Senior Transportation Worker in the program administration and ensuring employees are progressing to expectations within the program.

Assist in guiding the development and implementation of revisions to the National Bridge Inspection Standards (NBIS), Specification for the National Bridge Inventory (SNBI), Bridge Inspectors Reference Manual (BIRM), and TDOT Bridge Inspection Manual, standards, and guidelines related to guiding bridge inspection teams to safely and comprehensively inspect bridges and quality management components. Inform and instruct each bridge inspection team of any procedure changes as set forth by the FHWA or the State Structures Section. Perform or delegate the NBIS Team Leader components for complex projects having the highest degree of risk, review inspection reports, and assist with Risk Assessments.

Share information on national best practices related to NBIS, SNBI, BIRM, and maintenance standards for TDOT employees, contractors, and the traveling public; incorporate research, evaluations and implementation of emerging technologies; and integrate statutory and regulatory requirements into TDOT's guidance documents, processes and procedures. This may include unique access techniques such as drones and rope access, whether internally or externally performed.

Ensure proper administration, operation, and operator level maintenance of vehicle(s) and equipment, such as; aerial lifts, Under Bridge Inspection Vehicles, ladders, PPE, and climbing equipment.

Support the Team Lead to ensure materials, supplies and equipment rental purchases comply with TDOT procurement processes and requirements. Communicates, reports, and supplies appropriate documentation to support expenditures.

Provide oversight in the development of Bridge Inspection deliverables that are consistent, predictable, and repeatable to provide consistently high levels of achievement, mitigation of risk, and an established track record of success. Coordinate deliverable reviews with internal and external team members to maintain quality for repairs and maintenance activities.

Occasionally support the Asset Management Division in the inspection of ancillary structures. Attend field meetings with maintenance or repair teams to assess bridge conditions for rehabilitation.
