General Purpose:

Under general supervision of the Contract Manager II (CM II), this role manages a portfolio of grants and contracts to ensure all deliverables are met on time and within budget. In partnership with the grants and contracts unit and other regional managers, determines appropriate allocation of resources and level of effort required to successfully implement programs within the portfolio.

Specific job goals, objectives and tasks are established for each employee as part of the annual evaluation and work plan process. The statements are intended to describe the general nature and level of work being performed by people assigned to this job. Job Duties and Responsibilities:

  • Manage grants and contracts totaling approximately $3 million annually.
  • Support CM II to manage grants and contracts in CM II's portfolio.
  • Plan, develop, and implement budgets for grants and contracts within portfolio.
  • Ensure that all contract deliverables are met on time and on budget.
  • Coordinate submission of and provides quality control for required programmatic reports.
  • Coordinate with the grants and contracts unit, staff, and managers on hours and expense requests; reviews to ensure successful completion of contract deliverables and spend-down.
  • Coordinate with field managers, staff, and partners to ensure successful completion of deliverables under multiple contracts.
  • Review and approve staff expense and hour allocations, timesheets, and expense requests.
  • Collaborate with management team to set annual goals and priorities for the department.
  • Collaborate with field managers to develop action plans to ensure deliverables are met.
  • Analyze budgets and deliverables for all contracts in portfolio.
  • Prepare other activity and outcome reports.
  • Assist assistant directors and regional field managers with program strategic planning, internal procedures, policies, and program development issues.
  • Establish, maintain, and update files, databases, records, and other documents; develop and maintain data, and perform routine analyses and calculations in the processing of data for recurring internal reports.
  • Assist field staff with submission of progress reports and required documentation.
  • Perform other related duties as assigned.

Supervision Exercised:

  • No supervisory responsibilities

Minimum Qualifications and Necessary Requirements:

* EQUIVALENT: Combination of education and experience can meet minimum qualifications.

  • EDUCATION: High school diploma or equivalent with qualifying experience. Bachelor's degree in a related field preferred.

  • LICENSE/CERTIFICATION: Valid driver's license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of RCAC corporate liability policy.

  • EXPERIENCE: Five years of applicable experience in project and contract management. Significant experience developing and implementing program budgets.

  • Must pass a criminal background investigation prior to employment.

Knowledge, Skills, and Abilities:

  • Comprehensive understanding of budgeting principles and project management methodologies
  • In-depth knowledge of federal, state, tribal, and local government programs, regulations, and compliance requirements
  • Familiarity with purchasing policies, procedures, and contract administration
  • Knowledge of technical, managerial, and financial operations of small water and wastewater utilities
  • Awareness of federal funding requirements for construction projects, including Build America Buy America and Davis-Bacon prevailing wage standards
  • Understanding of available resources to support community water and wastewater infrastructure projects
  • Cultural awareness and familiarity with rural and tribal community values, norms, and dynamics
  • Proficient in using personal computers, cloud-based platforms, Microsoft Office Suite, and video conferencing tools
  • Strong organizational and coordination skills to manage complex workflows and competing priorities
  • Skilled in database and records management with attention to accuracy and compliance
  • Exceptional customer service skills with a focus on professionalism and responsiveness
  • Experienced in preparing detailed reports and professional correspondence
  • Skilled in developing and managing budgets aligned with strategic objectives
  • Ability to develop and implement program plans, monitor progress, and adjust strategies as needed
  • Capable of performing budget and contract analysis to support informed decision-making
  • Able to complete administrative and reporting requirements accurately and on time
  • Comfortable working with various databases and project management platforms
  • Effective in fast-paced environments while maintaining high standards of quality and accuracy
  • Skilled in making sound administrative and procedural decisions using critical thinking and judgment
  • Proficient in gathering data, compiling information, and preparing comprehensive reports
  • Strong verbal and written communication skills, including active listening and professional interaction

  • Tribal, state, and federal regulation and compliance experience

  • Experience working with rural and tribal communities.

Physical Demands:

While performing the duties of this job, the employee is regularly required to sit and stand; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision requirements include close vision, distance vision, color vision, and depth perception.

Working Conditions:

Work is typically performed in an office with a moderate noise level. Evening and/or weekend work may be required. Extended hours and irregular shifts may be required. Travel may occasionally be required.
