Volunteers of America-Greater New York (VOA-Greater New York) is an anti-poverty organization working to end homelessness in the New York area by 2050. We operate over 60 programs across New York City, Northern New Jersey and Westchester County including emergency, transitional and permanent housing. Our services extend to families experiencing homelessness, survivors of domestic violence, people living with HIV/AIDS, veterans, youth aging out of foster care, adults with behavioral health or substance use needs, and others in need, including a special education preschool program.

Position: Compliance Manager - LIHTC Portfolio (Hybrid)



VOA-GNY is seeking an experienced Compliance Manager - LIHTC Portfolio to join our Real Estate Department. Reporting to the Assistant Vice President of Asset Management, the Compliance Manager is responsible for ensuring the regulatory compliance and operational integrity of a portfolio of six Low-Income Housing Tax Credit (LIHTC) properties and 300 scattered site leases.



This role oversees initial move-in compliance, annual recertifications, and re-rentals. In addition, this role supervises three Property/Asset Managers and collaborates closely with the Senior Leasing Coordinator to support accurate lease documents and occupancy management. The Compliance Manager acts as the primary liaison with syndicators, state agencies, and other external partners to maintain audit-ready files and uphold program standards.



Within VOA-GNY, the Real Estate Department (RED) is responsible for leading all development, property management, and asset management functions for the organization. VOA-GNY serves thousands across 67 sites, including 1,884 shelter beds, 2,326 permanent housing units, and 330 scattered-site apartments. With more than 1,700 units of affordable and supportive housing in the pipeline, RED is seeking to rapidly grow the organization's housing portfolio to serve more households in need, with a focus on ensuring new developments are beautiful, innovative, and high quality. VOA-GNY recently received an unprecedented $20 million donation to support acquisition, predevelopment, and capital costs for new ground-up development in furtherance of this goal.

Minimum Qualifications:



  • Bachelor's degree with at least 5+ years of experience in Accounting, Business Administration, Housing Management, or a related field
  • LIHTC Compliance Certification
  • Experience in LIHTC compliance, affordable housing programs, and property management compliance
  • Strong knowledge of tax credit regulations, tenant eligibility requirements, and reporting obligations
  • Experience in managing multiple priorities, deadlines, and stakeholder relationships
  • Excellent organizational, analytical, and communication skills
  • Proficiency with compliance software, Yardi management systems, and Microsoft Office



Manager of Compliance Manager - LIHTC Portfolio Principal Responsibilities:



  1. Portfolio Compliance Oversight: Oversight of ongoing and updates to HUD and IRS Section 42 regulations.
  2. Income Certification: Ensure initial and recertification LIHTC files, Tenant Income Certification (TIC) forms, and supporting documentation meet federal, state, and investor requirements.
  3. Reporting: Prepare and submit quarterly, annual, and ad hoc compliance reports for owners, syndicators, and state agencies, ensuring accuracy and timely delivery
  4. File Review & Audit Readiness: Conduct regular file review of tenant files, recertifications, and lease documentation to maintain review-ready compliance records.
  5. Policy & Process Development: Develop and maintain compliance policies, procedures, and training materials for leasing and management teams.
  6. Problem Resolution: Identify and resolve compliance issues proactively, coordinating with leasing and management teams to implement corrective actions as needed.
  7. Team Collaboration: Provide guidance and support to property teams on compliance standards, tenant eligibility, and documentation best practices.
  8. Perform other related duties as required
