Basic Qualifications

Responsibilities for this Position

Overview:

Contracts Compliance & Operations Senior Advanced Contracts Policy/Tool Specialist responsible for development and vetting of Contracts and Subcontracts process documents, supporting internal and external audits, supports the Sub-delegation of Authority process, supports implementation of regulatory requirements in processes for Contracts, Subcontracts, and other GDMS functions as requested, supports physical relocations and legal entity transitions, and participates on multi-functional GDMS teams and projects as need.

The Senior Advanced Contracts Specialist r supports the development and management of the company's Contracts and Subcontracts process documents and Contracts and Subcontracts Tool User Guides. The Senior Advanced Contracts Specialist supports other GDMS teams and functions in initiating, developing and deploying improvements to their process documents as assigned. Supports identification and mitigation of any contract and subcontract related risks.

Additionally, this role requires strong legal and technical writing/drafting, excellent oral and written communication, presentation and organizational skills. The Senior Advanced Contracts Specialist will support GDMS functional managers, program managers, legal teams, IT teams, internal and external audit teams and all levels of GDMS leadership across the enterprise as assigned. CPCM and/or CFCM certifications preferred.

Key Responsibilities:

    • Supports drafting and vetting of Contracts and Subcontracts process documents, including improvements and training.
    • Coordinates development and updates to Contracts and Subcontracts Tool User Guides, including maintaining functionality, new tool development, improvements, testing and troubleshooting.
    • Participates in developing GDMS responses to multiple internal and external audits.
    • Supports maintenance of the Sub-delegations of Authority Library and deployment and use of the Sub-delegation of Authority (SDOA) tool.
    • Supports implementation of regulatory requirements in Contracts and Subcontracts process documents, including development of auditable artifacts.
    • Supports collaborative efforts among other GDMS functions to support process and tool improvements across GDMS.
    • Supports GDMS physical relocations and legal entity transitions (to and from GDMS) as assigned.
    • Supports other audit activities as assigned.
    • Represents Contracts Compliance and Operations (CCO) in multi-functional meetings as needed.
    • Supports new compliance and operations projects as assigned.
    • Supports other GDMS functions on issues/developments relative to Contracts and Subcontracts processes as assigned.
    • Provides support to GDMS cross-functional teams as needed to address emerging regulatory requirements, improvement initiatives, and audit submissions and responses.
    • Possesses an in-depth understanding of GDMS Contracts and Subcontracts processes to support initial development and implementation of process improvements.
    • Provides ongoing domain expertise in response to inquiries from Contracts and Subcontracts management and from colleagues across the business.
    • Provides leadership, subject matter expertise, and innovative recommendations to new or unusual contracting, subcontracting, and functional process issues.
    • Promotes approval and execution of engagements with customers or subcontractors consistent with GDMS and GDC policies.
    • Supports an overall understanding of the Contracts and Subcontracts roles within the Law, Contracts & Trade Department operations and across the GDMS enterprise

Knowledge, Skills & Abilities:

  • Eight (8) years (minimum) of direct Government Contracts experience, including successful management of complex Federal, Commercial, International contracts.
  • Highly proficient knowledge of federal regulations (FAR/DFARS) and experience with prime contractors or subcontractors across various contract types.
  • Strong legal and technical writing/drafting, excellent oral and written communication, presentation and organizational skills.
  • Possesses highly proficient understanding GDMS's Policies and Procedures, and experience reviewing and analyzing contracts and subcontracts process documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions.
  • Highly proficient understanding of contract or subcontract management processes as implemented at GDMS.
  • Highly proficient analytical/critical thinking skills, attention to detail, and research skills.
  • Highly proficient negotiation skills for contracts or subcontracts of moderate to high risk/complexity.
  • Demonstrates flexibility and the ability to prioritize/re-prioritize with changing goals.
  • Highly proficient verbal and written communication skills, with the ability to deal effectively with personnel at all levels across the enterprise.
  • Highly proficient computer skills (e.g., Microsoft Office) to support effective communications and business needs.
  • Resolves a wide range of issues in creative ways, demonstrating innovative approaches and solutions.
  • Collaborates and works effectively cross-functionally across and throughout the business.
  • Demonstrates judgment and creativity to identify and resolve moderately complex contract or subcontract process issues, recognizing when more expert guidance is required.
  • Possesses a growth mindset for continuous learning to remain current with regulations and internal procedures.
  • Shows initiative on assignments, exercises independent judgment, and professionally executes projects with direction.
  • Acts independently to recommend methods and procedures on new or special assignments.

CLEARANCE REQUIREMENTS:

Department of Defense security clearance is NOT required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

Target salary range: USD $131,319.00/Yr. - USD $142,091.00/Yr.
