This hybrid position is responsible for management of the railroad freight accounts and costs for GATX's owned/leased/managed railcar fleet. This would include overseeing the auditing and reconciliation for payments/disputes of all freight charges assessed to GATX's Rail and Locomotive owned fleet, as well as budgeting and reporting of this activity to management. Additionally, this position will provide logistical support to the Commercial Rail & Locomotive Group for release and assignments to/from shop, scrap moves, lost cars, storage and warranty repair projects; this role will also take the lead in negotiating lower railroad freight charges for empty line-haul, switch movement and storage for GATX's railcar and locomotive fleet.



Responsibilities

To oversee staff that handles the audit and reconciliation of all railroad freight charges on GATX North American railcar & locomotive fleet for line-haul, switch and demurrage via GATX's Freight Bill Audit (FBA) tool (gross annual $50.0 mln/year):

    Via FBA, final review of audit for approval and declination on all freight charges received on our owned leased fleet (Freight/loco)- US/CAD/MEX.
  • Responsible that the team via FBA Identify and setup contractual customer re-billable freight charges with the finance billing group for invoicing.
  • Maintain GATX credit terms through account management of all open bills paid within terms and resolve disputed invoice charges.
  • Prepare monthly & quarterly management freight expense report for the fleet outlining exceptions(disputes) and payables for permanent, newly assigned, released, newly built (capitalization expense), storage and scrap events.
  • Setup yearly freight budget expense and forecast with management and Financial Planning

Manage staff responsible all rail transportation/logistics related activities for the North American railcar and locomotive fleet:

  • Assist with logistical support for delayed or misrouted car movements associated with scrap, new car, assignments, release, and storage events with the respective rail carriers.
  • Setup, report and oversee clearance and billing with the railroads for dead-and-tow-movement of locomotives to/from shop or customer.
  • Provide reconciliation for the Fleet Group's lost cars, by confirming last known location and filing claims with the railroads where appropriate or initiating a customer claim with the Billing Group.
  • Issue Bill of Ladings (waybills) or diversions for GATX responsible empty freight movements as needed.
  • Set up FRA's OTMA as needed with commercial group and the affected lease customer.

Secure transportation freight rates for GATX's North American railcar and locomotive fleet to/from lease service, repair events, storage, and scrap.

  • Negotiate competitive freight charges against published tariff rates for line-haul and switch movements.

Responsible for maintaining/updating empty car tariff rate changes in relation to line-haul/switching/demurrage to determine impact to GATX.

  • Maintain GATX's freight Matrix on empty car tariff rate rules for line-haul, diversions, and accessorial charges.
  • Maintain GATX's 3rd Party rating/routing application-COGENT, with updated tariff empty car rates.

Oversee compliance as needed by GATX's lease customer(s) for the Rail Industry's Private Car Registration application OT-57 that replaced OT-5.

  • Point of contact to handle all related questions for leased cars registered via the OT57 application, in addition to handling equipment not on lease and controlled by GATX.


Qualifications

  • Bachelor's degree preferred
  • 7-10 years in the transportation industry with a shipper, railroad, or leasing company
  • Thorough understanding of North American rail network and functional interline characteristics and railroad tariffs including switching, line-haul and demurrage for dimensional and freight equipment.
  • Working knowledge of customs/ NAFTA regulations.
  • Proficient with Microsoft Office Suite of products.
  • Knowledge of railroad CLM's (Car Location Messages).
  • Manage both direct and indirect team members

  • Minimal travel is required (less than 20% of the time
  • This is a hybrid position that will require the employee to work in the office at least 3 days a week throughout the year.

USD $92,700.00/Yr.


Max

USD $119,000.00/Yr.
This role may be eligible to participate in the Company's short-term incentive plan, the details of which will be provided to the applicant upon hire.
This range is a reasonable estimate and takes into account several factors that are considered in making compensation decisions, including, but not limited to, geographic location, skill set, experience, education, training, internal equity, and other business needs.
