Job Summary

The Department of Human Resources (DHR) is seeking a Human Resources Division Manager to manage the County's Risk and Leave Management program. The successful candidate must have a strong attention to detail and the ability to learn quickly; drive projects or issues to a resolution; interpret and explain policies to members of senior leadership; review, audit, and analyze data for legal compliance; strong knowledge of applicable federal, state, and local employment laws governing the work of the HR Division; and critical thinking skills. This position serves as a subject matter expert for the County's risk management and leave administration functions and has the authority to make the daily decisions of program operations, activities, and services. Additionally, this position will manage and continuously improve the assigned program areas of workers' compensation, risk management, disability plans, and leave management. The HR Division Manager reports to the Assistant Human Resources Director and supervises staff.

Key Responsibilities:

  • Serve as the contract administrator for multiple vendor contracts, including workers' compensation claims administration, Occupational Health administration, FMLA leave administration, liability insurance, and disability administration and insurance.

  • Recommend, draft, and implement policies and procedures related to program areas.

  • Supervise staff, staff performance, and plans the work of team assigned to workers' compensation, risk and leave management programs.

  • Prepare Board items with supporting data and documents.

  • Review, audit, and analyze data for legal compliance.

  • Exhibit effective written and verbal communication skills to employees, HR representatives, County leadership, and vendors.

  • Utilize knowledge of HR policies and procedures, applicable laws and regulations, and best practices to advise management on policies, procedures, strategies, programs, and initiatives related to risk management and leave management issues.

  • Consult and provide assistance to County departments and County leaders on HR services and practices.

  • Develop and maintain effective relationships with County stakeholders.

  • Performance of other related duties as required and assigned.

Telework: Successful candidates may be eligible to telework up to two days per week.

Hiring salary is commensurate with experience.



Minimum Qualifications

Master's degree in human resources or a related field; Four (4) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.

Public sector experience; knowledge of Human Resources Information Systems (HRIS) and payroll processes; and Microsoft Office experience. Associate in Risk Management (ARM) or Certified Workers' Compensation Professional (CWCP) certifications preferred.

A successful candidate should have general knowledge of workers' compensation, the Family and Medical Leave Act (FMLA) and other applicable federal, state, and local employment laws.


Job Contingencies and Special Requirements

This position has the FLSA designation of exempt and may be required to work beyond the normal workweek from time to time, including night and weekend work to include meetings. Some travel may be required.
