THE POSITION

The Commonwealth of Pennsylvania, Enterprise Solutions Office is actively seeking a results-driven, innovative Enterprise Solutions Director to lead our team. As a senior leader within our organization, you will have the opportunity to plan, organize, and direct the design, development, implementation, and operation of enterprise platforms and application services. DESCRIPTION OF WORK

This position directs enterprise platform services and application delivery functions spanning custom-built applications and commercial off the shelf (COTS) platforms, requiring ongoing health, maintenance, and lifecycle management. The role is distinguished by the scope and complexity of platforms managed, integration of multiple delivery models, and shared accountability for engineering staff and cross functional teams. It includes managerial oversight of units responsible for platform engineering, application development, product delivery, and operational support, ensuring stability, performance, and continuous improvement through standards, service level objectives (SLOs), modernization, and risk reduction. The employee ensures consistent use of security, architectural, and development practices within a standardized enterprise SDLC. Additional duties include directing personnel and resources to support enterprise platform strategies and ensuring alignment with Commonwealth technology standards. The role also sets strategic direction for platform investments, manages vendor relationships, and develops service delivery models. Work includes advising executives on platform capabilities and solution tradeoffs. The employee exercises significant independence and judgment, with performance evaluated through outcomes, service performance, stakeholder satisfaction, and strategic results.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, three days in office, two days telework. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Twelve years of professional information technology experience; or
  • Eight years of professional information technology experience and a bachelor's degree; or
  • An equivalent combination of experience and training.

Additional Requirements:

  • You must possess at least three years of experience leading or directing enterprise platform, application delivery, or infrastructure engineering teams.
  • You must possess at least three years of experience managing or supporting multi-team or cross-functional technology delivery in a complex organizational environment.
  • You must possess at least five years of demonstrated experience with enterprise platforms, including custom-developed applications and commercial off-the-shelf (COTS) systems.
  • You must possess at least three years of experience implementing or operating within enterprise software development lifecycle (SDLC) standards, including secure development or DevSecOps practices, including the development or creation of SDLC pipelines.
  • You must possess at least three years of experience supporting or managing enterprise platforms with responsibility for reliability, performance, or operational health (e.g., monitoring, observability, or service management).
  • You must be able to perform essential job functions.
