Position Description

The Fleet Manager position exists to ensure the efficient, safe, and sustainable management of all fleet operations, supporting the City's operational needs and public service delivery. The role is responsible for overseeing vehicle and equipment acquisition, maintenance, and dispatch, ensuring compliance with safety and regulatory standards, and optimizing resources to minimize costs and maximize efficiency. By leading strategic planning, staff training, and fostering cross-divisional collaboration, the position supports the City's mission of delivering high-quality services to its residents and maintaining operational excellence. Ensure the Cities electrical vehicle fleet charging source is reliable, efficient and meets the cities operational needs.
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

- Fleet Acquisition and Disposal: Develop and execute plans for vehicle acquisition and disposal, including lifecycle cost analysis and sustainability considerations.
- Resource Allocation and Optimization: Coordinate and dispatch fleet resources efficiently to meet operational demands across departments, minimizing downtime and optimizing performance.
- Strategic Planning: Develop and manage long-term fleet strategies, including sustainability initiatives, cost control, and adaptation to emerging technologies (e.g., electric vehicles).
- Budget Management: Prepare and manage the fleet asset budget, tracking expenditures, and identifying cost-saving opportunities without compromising service quality.
- Emergency Management Support: Participate in emergency management planning and operations, ensuring the availability and reliability of fleet resources during critical situations as it pertains to FCO (Dispatch).
- Policy Development: Establish and maintain fleet & FCO (Dispatch) policies and procedures, aligning with organizational goals and ensuring operational consistency.
- Data Management and Reporting: Maintain accurate records of fleet usage, and operational performance; provide regular reporting to stakeholders.
- Supervision and Leadership: Lead and supervise fleet services staff, fostering a positive work environment and ensuring alignment with City goals.
- Vendor and Contractor Relations: Manage relationships with external vendors and contractors for vehicle purchases, maintenance services, and equipment rentals.
- Accident and Risk Management: Monitor accident and injury trends, implement strategies to mitigate risks, and manage insurance and claims processes.
- Cross-Divisional Coordination: Work collaboratively with other City divisions to ensure integrated service delivery and shared resource utilization.
- Customer Service: Act as a point of contact for internal stakeholders, addressing concerns and ensuring a high level of service satisfaction.
- Sustainability Advocacy: Promote the adoption of sustainable practices in fleet management, including alternative fuel technologies and reducing the environmental impact.
- Monitor, manage electrical existing Electrical Vehicle (EV) Charging stations and determine where additional EV Charging Stations are needed.

Required Qualifications

Minimum Education: Bachelor's degree in Business Administration, Public Administration, Fleet Management, Industrial Safety, Transportation Logistics or related field.
Minimum Experience: Minimum of 5-7 years of progressively responsible experience in fleet operations, vehicle maintenance management or related field. Desired: experience in public sector or municipal environment, working with unionized setting and managing cross-divisional coordination.
Licenses/Certifications: Class C Commercial Driver's License and Certified Automotive Fleet Manager (CAFM) or Certified Public Fleet Professional (CPFP) certification.
Equivalency: An equivalent combination of education and highly related experience in a similar environment may be considered. Selection Process: The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attaina passing score(70%)on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check: The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants maybe required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Eligible List Statement: The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 6 months after it has been established. Interview Selection: The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
