The Position

The Port of Portland is hiring an Airfield Planning & Integration Manager!

As Airfield Planning & Integration Manager, you will lead and coordinate all airfield planning, construction integration, and operational impact management to ensure safe, efficient, and compliant operations. You will oversee the evaluation, planning, and implementation of airfield changes and construction activities, ensuring they are seamlessly integrated into active operations and aligned with regulatory and safety requirements. This role calls for a steady leader who can balance long term vision with real-time operational demands.

Essential Job Duties

Airfield Integration and Impact Coordination

  • Evaluate proposed projects and operational changes to identify impacts, risks, and mitigation strategies
  • Represent Airport Operations at design reviews, safety panels, and construction coordination meetings
  • Plan and coordinate construction and maintenance activities, including closures, phasing, and stakeholder communication
  • Coordinate with FAA, airlines, contractors, and internal partners to maintain safe, continuous aircraft operations
  • Direct, modify, or suspend activities when safety or compliance is at risk
  • Partner with air carriers and ground support organizations to ensure non-standard activities do not disrupt operations
Airfield Planning
  • Lead development and review of airfield configuration plans, CSPPs, and technical designs for operational feasibility and regulatory compliance
  • Provide guidance on geometry, pavement, markings, lighting, and related design elements
  • Assess airfield capacity, efficiency strategies, and long-term configuration impacts

Airfield Safety Support
  • Participate in SMS risk assessments and ensure mitigations are practical and implemented
  • Coordinate with Airside Safety and Compliance on construction related hazards and trends
  • Validated effectiveness of operational controls and support FAA required safety assessments
  • Supports the Emergency Operations Center during emergencies and irregular operations
  • Lead operational decision making during non-routine events and in the Senior Manager's absence

Minimum Qualifications

  • Bachelor's Degree- Aviation Management, Engineering, Construction Management, or related field
    • Or an equivalent combination of education and relevant experience
  • At least five (5) years of experience in airfield operations, planning, and construction coordination
  • At least five (5) years of experience in supervisor or program management roles
  • Valid Driver's License with the ability to obtain and retain airside (AOA) driving privileges
  • Successful clearance of a comprehensive Criminal History Records Check and Security Threat Assessment to obtain and maintain a PDX Security Badge
Preferred Certifications
  • Certification from the American Associations of Airport Executives (AAAE), such as ACE Airfield Operations
  • Safety Management Systems (SMS) or FAA-aligned safety risk management training

Knowledge, Skills, and Abilities
  • Expert knowledge: FAA regulations (14 CFR Part 139 and Par 77), Advisory Circulars, and airfield operational and design standards
  • Advanced knowledge: Construction Safety Phasing Plans (CSPPs), operational risk mitigation, and airfield safety practices
  • Advanced experience: Stakeholder coordination, incident response, and operational decision making in complex airfield environments
  • Expert skill: Technical review of engineering drawings, plans, and specifications, and including airfield geometry, pavement, and markings, and lighting.
  • Advanced skill: Communication for technical and non-technical audiences

Supplemental and Selection Information

SELECTION PROCESS (tentative schedule):
1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of May 11- May 15.
2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from the employment application materials including any responses to the supplemental questionnaire.
3. Our goal is to schedule panel interviews with candidates that successfully passed the SME evaluation during the week of May 18-May 22nd.
