Description

This critical role of the Senior Vice President of Program Development will include the responsibility for all aspects of engineering services program development to include pipeline development, strategic capture, and proposal development of Army Programs. This role will have opportunities to lead efforts for identification, qualification, and capture of specific opportunities as well as the generation of qualified pipeline growth to support Phoenix Defense forecast and plan. In addition, this position will recommend and implement BD and marketing strategies to achieve maximum customer and market penetration and to drive tactical and strategic growth.

ESSENTIAL DUTIES / RESPONSIBILITIES:



  • Maintain key business development contacts with current and potential customers.
  • Grow and qualify the opportunity pipeline, to include existing as well as adjacent markets/customers, through diligent and timely identification/qualification of new business opportunities by leveraging current technologies, customer intimacies, and inter and intra-company collaboration.
  • Lead in the identification, qualification, and pursuit of strategic business opportunities.
  • Serve as capture manager for assigned opportunities.
  • Establish, build, and maintain customer relationships and assess competitor capabilities aligned to specific customers across a diverse portfolio, while maintaining existing client relationships.
  • Direct the development of short- and long-range objectives and recommends goals to higher management.
  • Define vision, strategies, and tactics for assigned business development opportunities.
  • Oversee market analysis, monitors competitive activity, and identifies customer needs.
  • Work with Leadership to create capability roadmaps and capital investments necessary to create discriminators for new business.
  • Become a subject matter expert on Phoenix Defense business products, processes, and operations, and remain up to date on industry developments.


MINIMUM QUALIFICATIONS:



  • Bachelor's or MBA degree and/or equivalent significant work experience within related field.
  • 10 years' experience program development and/or program management.
  • Experience and familiarity with Department of Defense organization, customers, and programs.
  • Maintains exceptional knowledge of government contracting and acquisition practices.
  • Demonstrated capture & proposal experience.
  • Demonstrates exceptional interpersonal, communication, collaboration, and leadership skills.
  • Recognized ability to build relationships with senior level customers and internal counterparts.
  • Strong proficiency in Microsoft Office applications to include Outlook, Word, Excel, PowerPoint, and Teams.
  • Good understanding of the industry, with the ability to become a subject matter expert on the job.
  • Innovation and problem-solving skills that include the ability to develop and propose PLI solutions for clients.
  • Ability to travel domestically and internationally up to 25% of the time.
  • Ability to obtain Secret Security Clearance
  • U.S. Citizenship is required

  • Knowledge of principles and methods for showing, promoting, and selling products or services. This includes marketing strategy and tactics, product demonstration, sales techniques, and sales control systems.

  • Excellent interpersonal, presentation and negotiation skills.
  • Excellent organizational skills and attention to detail.
  • Skill to develop constructive and cooperative working relationships with others
